Job Description



The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting the Government of Pakistan through its Country Programme (CPII) 2018-19 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction, prevention and treatment.

 The Drug Use in Pakistan 2013 Report, published jointly by the Narcotics Control Division Pakistan Bureau of Statistics and UNODC, indicates that “a substantial proportion of Pakistan's population aged 15 to 64 suffer from the devastating consequences of substance abuse.”[1] It is estimated that about six per cent (or 6.7 million) of adults (25-39 years in the majority) have used drugs in the previous year.

To facilitate addressing the problem of drug use, addiction and related issues in Pakistan, COPAK requires the position of training coordinator.


Assignment Objective

 The main objective of the position of the Training Coordinator is:

·         To organize trainings and other activities for drug dependence treatment professionals on ‘Universal Treatment Curriculum’ as per project document.

·         To organize trainings and other activities for drug dependence prevention professionals on ‘Universal Prevention Curriculum’ as per project document.


Responsibilities and Expected Deliverables

Under the direct supervision of the Adviser, Drug Demand Reduction and HIV Prevention, UNODC Pakistan and overall supervision of the UNODC Representative, the incumbent will be responsible to perform the following duties:

 ·         To facilitate the implementation of capacity building of drug dependence treatment and prevention professionals.

·         To organize trainings drug dependence treatment professionals on ‘Universal Treatment Curriculum’ (UTC)

·         To organize trainings drug dependence prevention professionals on ‘Universal Prevention Curriculum’ (UPC)

·         Coordination and liaison with the international and national trainers.

·         To identify and select Master trainers and trainees (as per specified criteria) from the relevant organizations (Government, Non-Government and private) for the TOTs on UTC and UPC.

·         To plan for training courses and prepare training materials for the training courses.

·         Coordinate with the relevant government stakeholders and authorities, trainers and organization working on drug prevention and drug dependence treatment

·         Coordinate with relevant organizations for obtaining nominations of trainees for UTC and UPC trainings.

·         Prepare training schedules, work plans and reports

·         Make logistical arrangements of the training courses in the provinces and at national levels

·         To monitor and evaluate training courses

·         Organize and supervise the translation of training modules and other materials.

·         The Training Coordinator will be in-charge of all the logistics and coordination of the training programme.

·         Oversee the quality of the project implementation and fidelity of trainings;

·         Organization the Credentialing Examination.

·         Preparation of monthly, quarterly, biannual and annual reports for the donors and the UNODC HQ s and when required.

Qualification and Experience


1.       Master’s degree in Social Sciences or Economics or Business Administration

2.       At least 2 years of relevant professional experience is a requirement.

3.       Strong experience in organizing TOTs and trainings at national and provincial levels.

4.       Excellent knowledge of spoken and written English, with good statistical skills.

5.       Excellent report writing skills.

6.       Demonstrable work expertise in management of training programmes.

7.       Working experience in the field of Drug Demand Reduction will be an asset.

The Training Coordinator will be based in Islamabad, working in Country Office Pakistan, UNODC in order to complete the deliverables required under this position, however extensive travelling would be required in organization of the trainings in different cities/locations as and when required and report to the Adviser Drug Demand Reduction and HIV Prevention, under overall supervision of the Country Representative.


Planning and Implementation Arrangements

The Training Coordinator will closely interact with the Sub-programme III Adviser and the team.

 Payment Schedule and Rate

The Training Coordinator will be issued a Service Contract (SC) in accordance with United Nations rules and procedures.  Payment scale will be determined by UNDP recommended rates for SC holders. Travel costs including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures.

 HEC Attested degrees are a prerequisite for employment at UNDP. During the recruitment process candidates may be required to present HEC attested degrees.
