Job Description

  Background  

Under the Foreign, Commonwealth and Development Office (FCDO) UK funding, UNDP implemented the second phase of a joint programme (together with Food and Agriculture Organizations of the United Nations and World Food Programme) titled “Building Disaster Resilience in Pakistan -II (BDRP-II)”, following BDRP-I, which was implemented from 2016 to 2018, BDRP-II was implemented from 2018-2020. UNDP was primarily involved in institutional strengthening component of the project.

Following the conclusion of BDRP-II, UNDP is continuing its institutional strengthening activities and support to COVID-19 response under a new arrangement with FCDO. Through BDRP-II, UNDP supported the National and Provincial Disaster Management Authorities (NDMA and PDMAs) in filling critical gaps to mainstream disaster risk management in development planning. UNDP also provided technical support in COVID-19 response. However, NDMA, being the lead government department spearheading COVID-19 response, had to put on hold most of its activities previously being implemented with various partners under BDRP-II. Therefore, at the request of the government, UNDP has revised its forthcoming activities to include COVID-19 response, multi hazard contingency planning, and institutional strengthening at the national, provincial and district levels.

This is in addition to UNDP’s ongoing collaboration with NDMA on mainstreaming the Sendai Framework for DRR (SFDRR) nationally and building the capacity of government officials on DRR, CCA and Early Recovery Needs Assessment (ERNA). Pakistan is signatory to the Sendai Framework for Disaster Risk Reduction (SFDRR) 2015 – 2030, which focuses on reducing disaster losses, encouraging resilient practices. SFDRR has agreed upon 7 global targets. To measure progress against these global targets, with responsibility of reporting progress given to National Focal Points. UNDP is also supporting NDMA in aligning national and sub-national policies with SFDRR and other global frameworks.

Under the guidance of the National Project Coordinator, the M&E officer will be responsible for timely collection and ensuring quality of data, results and achievements against the project indicators. The M&E officer is also expected to support the DRRiP team in the timely submission of internal reports and reports to donors, carry out monitoring visits where required, and ensure the collection of relevant evidence to support reporting against results.

Summary of Key Functions:

1. Effective & efficient monitoring & evaluation of the project activities 2. Documentation of progress, lessons learnt, case studies & IEC material 3. Coordination & periodical reporting 4. Updating the project’s M&E plan 5. Conduct monitoring visits and spot checks, and identify gaps and lessons learned for timely and informed decision making by the senior management. 6. Regularly update internal and donor database

Effective & efficient monitoring & evaluation of the program activities;

  • Integrate project M&E reporting with UNDP CO corporate tools
  • Assist in developing monitoring plans for ensuring that results and progress towards outputs are appropriately reported
  • Report monthly, quarterly, bi-annual and annual progress on all project activities Assist in evaluation missions, preparation of Terms of Reference, providing inputs in the design of strategy, M&E tools and conducting evaluations where required

Documentation of progress, lessons learnt,  case studies & other communications items;

  • Assist in tracking the project process (e.g. field monitoring, visit to project sites) by which the intended outputs are being produced to fulfil the purpose of the project.
  • Assist in the development of case studies/success stories and other communication items
  • Identify and document lessons learned and best practices including critical success factors and opportunities for improvement
  • Maintain records of data, information, literature and other material while ensuring confidentiality

Coordination & periodical reporting;

  • Support documentation of project periodic reporting & assist in coordination with stakeholders and other implementing partners
  • Contribute to reporting and review of all documents and reports submitted by the implementing partners
  • Coordinate with implementing partners and other relevant stakeholders to obtain evidence to support reporting against project outputs and activities  
  • Collect gender disaggregated data, compile results and timely share such data/reports with ECCU for periodic reporting such as ROAR and other CO reports
  • Periodically review and update the project’s M&E plan, risk log and suggest mitigation measures
  • Regularly coordinate with Environment and Climate Change Unit (ECCU) as well as with Management Support Unit (MSU) for updating project’s data in ATLAS and other corporate requirements
  • Provide support for providing baseline information and analysis for formulation of new proposals and concepts
  • Any other task assigned by the National Project Coordinator

  Required Skills and Experience  

Education:  

  • Master’s degree in Environmental Studies, Development Studies, Social Sciences, or a related field

Experience:  

  • At least 02 years of proven work experience in monitoring and evaluation of development projects (preferably in INGOs/UN)
  • Demonstrated experience in research and analytical writing
  • Knowledge of the development context with respect to disaster risk reduction and climate change adaptation
  • Ability to work in a demanding and time-bound environment
  • Ability to travel to the project areas

Language Requirements: 

  • Fluency in English and Urdu is required
