Job Description

Under the overall supervision of the Protection Officer and direct supervision of the Programme Officer (GBV), the incumbent will support the Humanitarian Recovery and Resilience Unit (HRRU) to lead the provision will be responsible for assisting in the day-to-day implementation Pakistan’s Gender-Based Violence programme/operations activities, ensuring that protection interventions undertaken by IOM staff and partners uphold protection principles and attain the highest levels of quality. Additionally, the incumbent will take the lead, in coordination with the Programme Officer (GBV), on capacity building efforts internally in IOM and externally with partners and organizations. S/he will be expected to support the various teams of the HRRU and engage with other Units on areas of cooperation, as required.

RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Support the GBV Programme Officer in overall management, monitoring and coordination of capacity building initiatives for protection staff and implementing partners;
  • Support supervision and capacity building of Implementing Partners (IP) for GBV programmes;
  • Provide technical assistance for IOM’s GBV programmes, including training on case management, to ensure IOM’s GBV programmes meet sectoral best practice;
  • Support the implementation of projects by IPs promote the protection of women and girls, especially through site management operations;
  • Provide technical support, including training and coaching, to field-based teams and IPs if needed, on Gender-Based Violence prevention and risk mitigation measures as well as case management and psychosocial support and psychological first aid, and on management of women friendly spaces as per minimum standards.
  • Conduct regular on-site visits and provide remote support to IOM Pakistan’s other hubs (Sindh, Khyber Pakhtunkhwa, Balochistan) in order to mainstream GBV prevention and risk mitigation and identify actions to support women and girl’s safety, health, wellbeing and empowerment;
  • Promote and facilitate the inclusion of GBV-sensitive indicators in Needs and Population Matrix (NPM) and other assessments; consolidate and analyze existing information on GBV risks informing operational response;
  • Promote and facilitate the inclusion of GBV into humanitarian appeal processes and partner proposals;
  • Support Monitoring and Evaluation programmes;
  • Assist in the development of local partnerships and capacity building;
  • Liaise with key government counterparts to ensure effective partnership;
  • Ensure program staff are aware of safe referral pathways and procedures, protection principles and Prevention of Sexual Orientation and Abuse (PSEA) policies;
  • Represent IOM in relevant working groups, in close coordination with the Protection Officer, including Protection WG, Child Protection and GBV sub-Working Groups, as needed; 
  • Perform such other duties as may be assigned. 

REQUIRED QUALIFICATIONS AND EXPERIENCE

EDUCATION:

  • Master degree/higher from an accredited academic institution preferably in psychology, women’s studies, social work or public health.
  • Or
  • University degree from an accredited academic institution preferably in psychology, women’s studies, social work or public health with minimum of two years of relevant experience preferably in the area of Gender, GBV or Protection. 

EXPERIENCE:

  • Experience in the field of migration, IDP and refugee assistance and protection (including specific knowledge of Human rights, GBV, Child Protection and Human Trafficking);
  • Experience in emergency operations and liaison with other UN and non-UN humanitarian
  • Understanding of complex social-political environments
  • Team-work oriented, capacity to work independently; personal commitment, efficiency, flexibility, experience in working effectively and harmoniously with colleagues from varied cultures and professional backgrounds at all levels
  • Demonstrated ability to work well under pressure and to keep deadlines
  • Excellent communication and negotiation skills
  • Knowledge of the Afghanistan crisis and its impact on the affected population. Working experience in the region is an asset
  • Knowledge of the humanitarian architecture, especially in relation to protection (focus on internal displacement, child protection, gender-based violence, identity documentation, etc.).
  • Good level of computer literacy. 

LANGUAGES:

Required:

  • Fluency in Urdu and English required.    

Advantageous:

  • Pashto, Dari, Sindhi, or Balochi.
