Job Description

Under the overall supervision of the FAO Representative; and in direct supervision of Assistant FAO Representative-Programme (AFAOR) and under the guidance of Program Officer Resilience theWater ManagementOfficerwill perform following tasks:



  • Coordinate and backstop partners in planning, implementation, monitoring and reporting of Multi Year Humanitarian Program;

  • Assist in Food Security and Livelihood (FSL) interventions exclusively focusing irrigation infrastructure rehabilitation, in identification and assessment of irrigation project in targeted UCs/Villages;

  • Supervise and guide partners engineers and sub engineers in assessment, designing and cost preparation of irrigation schemes and closely get involved during physical work;

  • Support and backstop IP and OFWMD in formation of Water User Association (WUA), capacity development and mobilization and act as real owners of the schemes;

  • Liaison and coordinate with service providers/WUA and vendors for timely delivery of materials and services;

  • Supervise and monitor cash for work (CFW) activities in field and maintain good record;

  • Overall monitoring and supervision of physical work for the restoration and rehabilitation of irrigation schemes;

  • Timely collection and consolidation of monthly, quarterly and annual progress reports from implementing partners and further submission to FAOs resilience office;

  • Collect and store intervention wise beneficiary data for periodic reports;

  • Develop strong relationships and liaison with green sector line agencies and District Government;

  • Provide inputs in development of concept notes, project documents, project briefs, reports, work plans, budgets and forecasts related to programme activities at district level;

  • Collaborate with FAO technical experts (agriculture, irrigation, trainings, DRR and NRM) and provide backstopping in FSL Programme design, activity planning and implementation at district/field level;

  • Coordinate with Reporting officer, M&E section and communication specialist in finalization of periodic progress reports, success stories/case studies;

  • Design and implement capacity development initiatives;

  • Facilitate monitoring visits of the donor to the field and evaluate on-going interventions and activities in close collaboration with the M&E Unit;

  • Frequent travel in field (Badin, Layyah, Rajanpur, Kashmore)

  • Perform any other relevant duty as requested by the supervisor.

Technical Competencies and Experience Requirements:



  • Three to five years experience of project implementation and managing irrigation infrastructure, coordination and implementing of humanitarian relief and or development project preferably in water management and Community Based Disaster Risk Management;

  • Proficiency in English language;

  • Advance user of computers, office equipment and database software;

  • Advanced knowledge and experience in database management
