Job Description

BACKGROUND:


Federal Expanded Programme on Immunization (EPI), Ministry of National Health Services, Regulations and Coordination (MoNHSRC), Government of Pakistan in collaboration with World Health Organization, plans to start CRS (Congenital Rubella Syndrome) surveillance in four sentinel sites in two provinces of Pakistan.


The rationale for the introduction of CRS surveillance is to establish robust related surveillance system prior to the introduction of RCV (Rubella containing vaccine) to document the burden of CRS. The specific objective of the CRS surveillance is to monitor the effectiveness of rubella vaccination programmes, to detect and isolate affected infants rapidly and to reduce the consequences of the disease on infants and their families through early provision of appropriate medical care. Moreover, CRS surveillance data can also be used for regional and global reporting and comparison purposes.


In this regard, WHO is seeking the services of a consultant to support the establishment of CRS Surveillance system in Pakistan. The selected consultant will be working as the National Coordinator for CRS surveillance under direct supervision of the WHO Medical Officer EPI in WHO Pakistan country office and in close collaboration with Federal and Provincial EPI programs. The CRS surveillance will be initiated in four sentinel sites, 2 from each Sindh and Punjab provinces.


DURATION OF ASSIGNMENT:


Duration of the assignment is for three months initially (from November-January) with a possibility of extension if necessary and subject to availability of fund. The consultancy is based in Islamabad, Pakistan. However, the selected consultant will be required to visit sentinel sites periodically for coordination, consultation and monitoring implementation of the CRS surveillance.


REMUNERATION: As per WHO approved rates for consultants (equivalent to grade NOC).


ROLES AND RESPONSIBILITIES:



  1. Review the existing literature, published articles, health & EPI policies and other related documents

  2. Consultations with all stakeholders including provincial EPI programs and authorities of the selected surveillance sites.

  3. The consultant will develop the protocol with guidelines and SOPs for CRS surveillance implementation in selected surveillance sites in Pakistan.(support will be provided by Federal EPI and WHO country office)

  4. Develop TOR for the local surveillance coordinator (LSC) in each of the selected sentinel sites for CRS surveillance and assist the respective authorities in selection of the LSC in each site.

  5. Support the LSCs in identification/selection of staff to be trained and organize the training at their sentinel sites.

  6. Develop the training material for CRS surveillance.

  7. Train the clinical staff, laboratory staff and LSCs in the Sentinel sites enabling them carrying out their respective roles and responsibilities according to the surveillance protocol

  8. Develop appropriate job aid for different groups of staff (clinical, lab etc.) in the sentinel sites for smooth functioning of the CRS surveillance

  9. Monitoring of surveillance performance and data quality

  10. Ensure adequacy of specimen collection and transportation for laboratory testing

  11. Collect the case investigation reports from the LSCs on monthly basis.

  12. Provide regular feedback reports to the Sentinel Sites, Federal and provincial EPI and WHO

  13. Maintenance of CRS surveillance national database

  14. Coordination with laboratory activities at the surveillance sites and in the National Measles and Rubella laboratory to ensure linkage of laboratory and epidemiological data

  15. Coordination with activities with the National Measles and Rubella elimination program including reporting to WHO

  16. Monitor availability of necessary logistics and supplies required for the surveillance sites and the laboratories for case reporting, investigation, collection, transportation and testing of specimen and ensure timely provision to avoid stock-out.

  17. Monitoring duration of virus shedding by CRS cases

  18. Supervise and monitor LSCs

  19. Manage administrative and financial requirements of the LSCs and activities in the surveillance sites, preparing all necessary documents and following up processing the payments.



DELIVERABLES:




  1. Development of National Protocol including guidelines/SOPs and tools for CRS surveillance

  2. Development of Training material for CRS surveillance

  3. Conduction of Training of Local Surveillance coordinator on CRS surveillance

  4. Conduction of training of the relevant clinical and laboratory staff in the sentinel sites

  5. Share details of Task accomplished/activities performed for CRS surveillance with the Federal EPI Team on fortnightly basis.

  6. Submission of monthly CRS surveillance report

  7. Submit final report at the end of consultancy period



REQUIRED SKILLS, KNOWLEDGE, EXPERIENCE, AND QUALIFICATIONS:



  1. MBBS preferably pediatrician with strong public health background with a post-graduation degree in public health or related field from an accredited university.

  2. Sound Knowledge of establishing the surveillance network; theoretical and practical knowledge of communicable disease control. EPI experience will be an asset.

  3. Good computer skills MS Office including spreadsheet

  4. Excellent interpersonal and communication skills

  5. Report writing and presentation skills

  6. Proactive and producing results



LANGUAGE:Excellent English written and spoken proficiency
