Terms of Reference
Under the overall supervision of the WHO Representative and Polio Team Lead and technical guidance from Chief Immunization & Campaigns, ensure the complementarities of different PEI actors actions.
Ensure inclusion of key PEI/ EPI partners in a way that respects their mandates and program priorities. Act as focal point for inquiries on the PEI/EPI Synergy ; response and operations. Ensure appropriate coordination between all partners through establishment/maintenance of appropriate coordination mechanisms, including coordination at the provincial/district/sub-district levels.
Secure commitments from partners in responding to needs and filling gaps, ensuring an appropriate response to routine activities; emergencies and for special issues where necessary.
Represent the interests of the PEI/ EPI with stakeholders on prioritization and rationalization of resource. Ensure appropriate links with national and provincial/local authorities, local civil society and other relevant actors and ensure appropriate coordination; information exchange; preparedness and implementation with them.
Ensure utilization of participatory approaches for assessments, analysis, planning, monitoring and response both for the SIAs and agreed priority cross-cutting issues(CBV; HRMP; RSP; RI) involving relevant stakeholders/ partners
Develop/update agreed response strategies and action plans and ensure that these are adequately reflected in the overall country strategies, such as the NEAP & TAG endorsed plans
Ensure adequate monitoring mechanisms are in place to review the progress against implementation plans and impact of PEI interventions. Ensure an analytical interpretation of best available information in order to benchmark progress of the activity over time. Ensure adequate impact reporting and effective information sharing to demonstrate the closing of gaps.
Identify core gaps and concerns, including resource requirements, and contribute key messages for improvement in planning and implementation of the SIAs for stakeholders/ partners
Promote and support training and capacity building of front line personnel based on understanding of available capacity. Support efforts to strengthen the capacity of the national/local authorities and civil society.
Support PEI/ EPI in planning, design and implementation of emergency and special interventions i.e. MTAP; emergency response activities; health camps; cross cutting issues CBV; HRMP; RSP
Provide support to PEI/ EPI in planning, assessment, monitoring and evaluation and implementation of activities through periodic assessments on quality, quantity and timeliness of ongoing field activities and find solutions to obstacles.
Undertake regular field visits for the participation in and observation of PEI interventions and local conditions, prepare field visit reports for discussions particularly focusing on identification of gaps and ensuring a coordinated response for filling of these gaps.
Ensure adequate contingency planning and preparedness for potential significant changes in the nature of emergency.
Prepare status/progress reports required for donors, budget review, program analysis, annual reports, etc. using data and program progress information obtained from NEOC.
Ensure stakeholder collaboration with UN and other agencies active in the field for efficient and effective coordination, and enhanced synergy.
Prepare situation reports and activity reports at sub-district/district/provincial/ national levels and update these on regular basis. Prepare monthly program reports.
Provide inputs for proposals, donor reports, and other reports produced by the office.
