Purpose of the Consultancy:
To provide Technical Assistance to the provincial Government of Khyber Pakhtunkhwa in implementation of Communication for Development (C4D) (demand generation/social mobilization) initiatives of the Expanded Program on Immunization (EPI). The incumbent will support in the roll-out/implementation of the Provincial Communication Strategy and Action plan for Routine Immunization (RI) in coordination with the provincial government to accelerate social mobilization and demand generation around RI in KP.
To make a difference, you will be accountable for the following tasks and deliverables:
Task to be Performed:
1. Support the province in roll-out of Advocacy, Communication and Social Mobilization (ACSM) activities and awareness/advocacy campaigns around international days on immunization or any other activity suggested by provincial EPI and document the resultant progress, lessons learned and best practices.
2. Assist C4D Specialist - Health in the Country office in approval and dissemination of provincial communication strategy on RI with costed implementation/ action plan in coordination with provincial EPI Cell Khyber Pakhtunkhwa and initiate implementation of the action plan by Q-2 2017.
3.Facilitate provincial EPI office in implementation of ACSM activities around introduction of new vaccines (Rota vaccine) and other related activities.
4.Strengthen partnerships with selected Civil Society Organizations (CSOs) through joint trainings and activities on ACSM and build a support network for the provincial government to increase demand for immunization services, especially in urban slums.
A. Share with UNICEF Country Office Health section, the Quarterly ACSM monitoring reports (including activities around international days like World Immunization Week and World Polio Day etc) and other evidence of activities approved by provincial EPI Officer (three deadlines).
B. Final Consultancy Report (Must include report on D-4.A).
A. Final Provincial Communication Strategy of RI with costed action plan endorsed by provincial government and disseminated.
B: Final report on the implementation of provincial action plan for RI.
A: Progress report documenting training of Health Workers on Rota Vaccine introduction in KhyberPakhtunkhwa along with launch of the vaccine in the province.
A: Progress report on joint trainings and activities with selected CSOs with a special focus on demand for immunization services in urban slums.
B: Evaluation report with recommendations on implementation of interventions with CSOs to increase demand for immunization services in urban slums.
Duration of Contract:
Start date: 10 May 2017
End date: 9 April, 2018 (11 months)
Qualifications of Successful Candidate
First university degree in Public health, Mass Communication, Sociology and/or other social sciences that complement Communication for Development (C4D) work. An Advanced university degree would be an asset.
Six years of work experience in the area of Communication for Development/programme communication projects in Public Health settings and with UN agencies will be preferred. Knowledge of latest development, evidence based interventions and approaches in immunization/health would be considered an asset.
Excellent oral and written communication skills in English. Proficiency in Urdu and local language(s) of the province is essential.
