Job Description

Purpose of the post: To support WHOs Polio Programme and the Provincial Emergency Operations Centres to effectively contribute to a full understanding of the real risks that are posed by High Risk Mobile Population (HRMP) groups that move particularly among transmission hotspots, while driving Programme activities towards ensuring that all HRMPs are reached.


Overview of the programme: The continued transmission of poliovirus in Pakistan has become a national emergency. Pakistan now risks becoming the last remaining reservoir of endemic poliovirus transmission in the World and the only remaining threat to achieving polio eradication globally. Improvements to the Programme are being evidenced in the declining number of wild poliovirus (WPV) cases. The mobile underserved groups such as nomads, seasonal labourers, migrants and temporary slum dwellers pose an increasing risk for polio transmission and create critical gaps in the Programmes achievements. The main objectives of the HRMP vaccination strategy are to: provide additional OPV to high risk populations while they are on the move; stop the risk of spread of WPV from infected to non-infected areas, stop indigenous viral circulation; and, enhance the immunity level of target children from areas of inaccessibility. The Programme has recognised the importance of reaching and vaccinating these populations.


Organizational context: Under the direct supervision of the Provincial Polio Emergency Officer, the overall technical guidance of the Provincial Polio Team Leader and the technical lead provided by the Federal HRMP Coordinator and the Federal Polio Team Leader, while working as a part of the cross-functional team of the Polio Eradication Initiative (PEI) in collaboration with the Provincial Emergency Operation Centre (EOC), the duties and responsibilities of the incumbent to this post include:


1. Provide technical guidance and input into strategies relevant to the identification and prioritization of all HRMP movements and their timing within the respective districts, across provincial borders and where applicable, cross-border with Afghanistan.


Deployment of technical tools for the mapping and tracking of HRMP movements across the province.


Provide technical feedback in determining the priorities in terms of targeting the HRMP movements within the province.


Support the districts in providing the technical- and policy-related feedback to ensure the adequate mapping and tracking of HRMP movements throughout the province.



2. Provide technical guidance and input into reviewing and updating the modalities and their appropriate mix to vaccinate HRMP priority children at their points of origin, in transit and at their points of arrival.


Track and monitor the inclusion of HRMP children in micro-plan population targets in their districts of origin, on the move and points of arrival.


Ensure the selection of the appropriate modalities for the vaccination of the HRMP population within the province.


Highlight the areas of priority.



3. Support the core strategies of the Polio Programme by ensuring the coverage of missed children through the effective application of the HRMP strategy.


Ensure the vaccination of missed children by an emphasized focus on the Transit Points strategy.


Preparation of technical reports, presentations and background briefings on the implementation of provincial-level HRMP activities.


Work with different departments to correlate the results and update the strategies accordingly.


4. Implementation of a sensitive monitoring and supervision framework for the strengthening of the HRMP component in the field.



5. Analyze the relevant data on a regular basis and update the provincial action plan accordingly.



6. Provide technical and logistic support to the districts.



7. Other activities as assigned by the supervisor and/or the WR.

Experience:



Essential: At least 5 years of experience in Public Health at national and/or international level.


Desirable: Experience in planning and implementing infectious disease-related projects, particularly polio. Knowledge or understanding of WHOs mandate and goals.


Experience in similar positions with other UN agencies and/or iNGOs.


Languages:



Essential: English, Urdu Desirable: Corresponding regional languages and/or dialects.
