Job Description

 

 

II. Organizational Context 

Over the last decade, Pakistan’s north-western areas of Khyber Pakhtunkhwa (KP) and the Federally Administered Tribal Areas (FATA) have experienced large-scale population displacements due to militancy and military operations against militants and armed groups. Patterns of displacement and return movements have coexisted – often new displacements occurred in parallel with returns to other areas.  In 2014, the Government of Pakistan launched the military operation Zarb-e-Azb to establish the writ of the government in the remaining agencies of FATA notably Khyber and North Waziristan.  

 

With the success of military operations, the Government of Pakistan launched the Sustainable Return and Rehabilitation Strategy in 2015, announcing the return of the remaining displaced population (about 300,000 families) by the December 2016. UN agencies both supported the formulation of the strategy and the implementation of the strategy’s five pillars: infrastructure rehabilitation; law and order; governance and service delivery; livelihoods; and social cohesion and peace building. 

 

Recently, the government has launched comprehensive reforms to mainstream the FATA region, which until now is governed by a special law (Frontier Crimes Regulation 1901), where normal laws and rights enshrined in the constitution of Pakistan are not applicable to the residents of FATA.  The UN has played a leading role in advocating for and supporting government-led efforts to mainstream the FATA region. With the launch of the report of the Committee on FATA Reforms 2016, the UN system in Pakistan as well as the international community see significant tasks ahead in terms of supporting the government’s transition and recovery efforts in FATA

 

In 2017, UNDP assisted the government and key stakeholders to translate the FATA Reform Agenda into action. This includes the Cabinet approval of the 26-point reform agenda, the formation of a PM-level implementation committee, introduction and passage of key legislation, and planning support for implementation. Despite political crises, momentum has been sustained through inside-track advocacy, political engagement, strategic communications. Moving forwards, UNDP will continue to provide high-level and strategic Technical Assistance to key national counterparts including the FATA Secretariat, Government of KP and Ministry of SAFRON. In order to provide critical analytical and research support to UNDP on the reforms process and implementation support for the FATA Governance Project (Democratic Governance Unit) more broadly, the project is hiring the services of a policy analyst. Under the supervision of the Strategic Support Unit Policy Analyst (SB 4/2), this policy analyst will be based in UNDP’s Islamabad office to support implementation of the proposed reforms and transition process.

 

 

III. Functions / Key Results Expected

 

Summary of Key Functions:

 

1. To provide programmatic support to the UNDP FATA Governance Project (Democratic Governance Unit) with respect to planning and implementation of the FATA Reforms Project;

2. To provide policy input in all matters concerned with FATA reforms implementation plans and strategies in coordination with all relevant stakeholders;

3. To provide timely and relevant analytical products related to the reforms process, political changes, stakeholder engagement etc. 

4. To ensure facilitation of knowledge building, management and sharing for the project;

5. Ensures coordination and liaison within team and support of strategic partnerships.

 

1. To provide programmatic support to UNDP FATA Governance Project with respect to planning and implementation of the FATA governance and reforms process:

 

 Drafting and provision of inputs for the preparation of both political and programmatic reports both for senior management and donors, policy briefs, summaries, and presentations.

 Provision of assistance to the project in drafting of the implementation proposal documents, road maps, and work plans in coordination with all relevant colleagues, partners and stakeholders

 Preparation of notes, briefings, background notes and talking points for internal and external meetings with key partners, stakeholders and donors on key issues and questions concerning FATA reforms.

 

 

2. To provide high quality policy input in all matters concerned with FATA reforms, including implementation plans and strategies in coordination with all relevant stakeholders:

 

 Provide high-quality stakeholder analysis on issues pertaining to FATA reforms;

 Assist the project in drafting various summaries related to FATA reforms implementation (particularly in support of the Ministry of SAFRON)

 Prepare analytical summaries on the presentation of FATA reforms in national and international media

 Contribute to the creation of Strategic Communication plans for stakeholder management during the Transitions & Reforms Process

 

3. To provide timely and relevant analytical products related to the reforms process, political changes, stakeholder engagement etc., through: 

 

 Tracking policy, legislative, rules and bye-laws making processes and trends for FATA and identification of gaps and provision of recommendations

 Preparation of summaries and recommendations for the Government of Pakistan on the implementation of FATA reforms;

 Provision of support to the Ministry of SAFRON in drafting of legislation

4. To ensure facilitation of knowledge building, management and sharing for the project

 Identification of sources of information related to policy-driven issues;

 Identification and synthesis of best practices and lessons learnt;

 Support in the compilation, analysis and interpretation of economic and statistical data, thorough research and production of relevant reports aimed.

 Sound contributions to knowledge networks and communities of practice.

5. Ensures coordination and liaison within team and support of strategic partnerships

 Support effective liaison and development of partnerships with project stakeholders, other UN Agencies, partners.

 Supporting preparation, coordination and facilitation of events;

 Analysis and research of information on donors, preparations of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization. 

 

 

 

IV. Impact of Results 

 

The key results have an impact on the overall economy, efficiency, and effectiveness of the technical assistance portfolio of the project. In particular, the key results have an impact on the design, operation, programming and implementation of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

VI. Recruitment Qualifications

 

 

Education: Master’s in Social Science, Politics, Public Administration, Business Administration or other relevant qualification.

 

Experience: • At least 1 year relevant experience is required; preferably with UN or with national or provincial level governance structures/departments 

• Experience in providing policy related support work

• Experience on or knowledge of FATA reforms context 

• Computer literacy and ability to effectively use office technology equipment, IT tools 

• Excellent writing, analytical and problem-solving skills

Language Requirements: • Fluency in English
