Job Description

Organizational Context & Project Description:   

 

The World Bank Group (WBG) has an inspiring mission: to end extreme poverty by 2030, and promote shared prosperity by fostering the income growth of the bottom 40 percent in every country.

 

Established in 1944, the World Bank Group is one of the largest sources of funding and knowledge for development solutions. It is governed by 189 member countries and delivers services out of 120 offices with nearly 16,000 staff globally.

 

To achieve its twin goals, in 2013 the WBG Board of Governors approved a strategy for the organization. The strategy leverages the combined strength of the WBG institutions and their ability to partner with the public and private sectors to deliver customized development solutions backed by finance, world class knowledge and convening services. It has three components: (1) maximizing development impact by engaging country clients in identifying and tackling the most difficult development challenges; (2) promoting scaled-up partnerships that are strategically aligned with the goals; and (3) crowding in public and private resources, expertise and ideas.

 

Job Summary

 

The Communications Associate will participate in the design and implementation of effective communications and outreach strategies, including online communications and outreach. S/he will help develop, execute, and monitor the impact of routine- to medium-profile communications activities related to the World Bank Group's work, programs and/or policies involving key internal and external audiences.

 

S/he will help develop, execute and monitor routine online activities and is responsible for publishing content online. The CA is responsible for editorial quality assurance of content and in the day-to-day operation/management of relevant external online properties. 

 

Duties

 

Specifically, s/he will undertake the following tasks under the supervision of the World Bank Communication Officers:

 

 

  • Strategies: Supports teams in planning, design, and implementation of strategies, including digital to promote effective communications with external and internal audiences (e.g., on projects/programs, WBG products, and issues campaigns).
  • Relationships: Helps maintain relationships with key external and/or internal constituencies (e.g., the media, civil society, academia, businesses, government agencies, etc.).  Helps teams respond to routine and non-routine inquiries about the WBG to enhance two-way communications and dialogue. 
  • Products: Participates in designing, writing, researching, producing and disseminating communications products (e.g., media packets, news releases, brochures, Q&As, presentations, briefing notes, online and social media content, speeches, etc.) about the WBG, its policies and operations.
  • Works independently on routine tasks and programs, but seeks guidance from his/her supervisor as needed on moderately complex projects/issues.
  • Online Management: Reviews and monitors online properties for quality and timeliness of content and compliance with WBG standards (editorial, technical, security).  Helps deliver routine online communications activities and events.
  • Content Creation: Helps prepare, package and adapt material into appropriate and effective digital content. Writes specific content in coordination with other communications staff, as needed. 
  • Multimedia: Helps conceptualize and produce multimedia content (slideshows, informational graphics, videos, etc.).
  • Social Media: Helps create and disseminate social media outreach and audience engagement. Coordinates content on relevant blogs and other social media platforms.
  • Publishing: Publishes content to appropriate content management systems in compliance with WBG standards (editorial, technical, security).
  • Metrics: Compiles and analyzes metrics reports; proposes follow-up recommendations to improve content.

 

Furthermore, UN Volunteers are required to:

 

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

 

 

 

Results/Expected Outputs:

 

  • Developing content, providing editorial oversight, writing and drafting materials for online platforms - including feature stories, blogs, videos, podcasts, infographics, etc.;
  • Monitoring information, gathering data from internal and external sources on issues of relevance to the work program, and reporting on those activities back to team members;
  • Playing a role in staff engagement, internal communications, and stakeholder relations (particularly media and CSO engagement).
  • Drafting briefs, speeches, talking points, articles, press releases, presentations, newsletters, press releases, media reports, and other pieces of external and internal messaging;
  • Supporting high-priority areas across the GPs in social media content production, posting, monitoring, management, and other areas as needed;
  • Monitoring media and press to report back to the team.
  • Providing back up support to the communications officers and any other tasks assigned by the team.
  • All deliverables described above will be subject to input and approval by the World Bank project team.

 

Required Experience:

 

The Communications Associate would ideally meet the following selection criteria:

 

  • A minimum of 2 years of practical work experience;
  • Broad understanding of HD issues in a rapidly changing world;
  • Familiarity with current social, political and development issues. International experience is a plus;
  • Proven track record of contributing to the development and implementation of complex communications strategies;
  • Demonstrated organizational, research and analytical skills;
  • Experience with data-handling, data visualization, fact-checking, proofreading writing for different audiences, and web-based research;
  • Experience creating multimedia and interactive content (such as slideshows, presentations, videos, and interactives);
  • Experience in communications on development; knowledge of the WBG preferred.
  • Near-native written and spoken command of English;
  • Good understanding of communications approaches, tools and methodologies related to planning, executing and monitoring internal and/or external communications strategies.
  • Ability to leverage different communication tools and methodologies (such as online monitoring and other measurement tools); lead research efforts that identify and map project stakeholders or intended audiences; develop and analyze communications performance indicators;
  • High levels of initiative and reliability in accomplishing tasks; good time-management skills and an eye for detail; and ability to work effectively under stress and to juggle multiple tasks within tight deadlines.
  • A commitment to teamwork, and demonstrated willingness to provide help and support to others; to lead or follow, depending on the needs of the team. Experience working with cross-cutting teams is a plus.
  • Strong interpersonal skills and the ability to work with internal and external partners at all levels, in a multicultural and multinational environment.

 

Language Skills: Fluency and writing skills in English and excellent reading and writing in Urdu is essential. Spoken proficiency in other provincial languages are a plus

Conditions of Service and other information

 

Conditions of Service:

 

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

 

Moving travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of PKR 60,140 is provided monthly to cover housing, utilities and normal cost of living expenses. Well-being Differential of 15% (WBD-A) or 30% (WBD-B) of the VLA will apply, paid on a monthly basis, depending on the ICSC classification of the duty station.

 

Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as return travel of (if applicable) and resettlement allowance for satisfactory service.
