Job Description

Organizational Background 

UNDP Pakistan Country Office has began implementing its new Country Programme covering the period 2018-2022 and with an estimated development budget of $50 million/year, striving to deliver programme portfolio that is responsive to the multiple and complex development challenges that Pakistan faces. UNDP works in 4 main programme areas, namely Governance, Community Recovery & Rehabilitation, Environment & Climate Change, and Development Policy & SDGs.

 

This position is primarily focused on leveraging programme & management results support services to facilitate continuous learning and high performance of the Country Office. The Quality Assurance and Oversight Analyst post performs the UNDP programme and operations support functions for all programme and advisory service areas.

 

Under the supervision of the Results-Based Management (RBM) Analyst / Head of Management Support Unit, the Quality Assurance and Oversight Analyst contributes to the quality assurance of projects and programmes ensuring the country office’s high performance extending the reach and rigor of quality, ethical and client facing management practices to programme and operations support activities. 

 

The Quality Assurance and Oversight Analyst works closely with programme and operations staff supporting the entire portfolio management team and collaborates closely with the RBM Associate to provide accurate reporting on good practices and lessons learned while ensuring the observation of UNDP policies and procedures. The incumbent is entrusted with supporting the identification of opportunities for cross cutting collaboration amongst thematic teams.

Duties & Responsibilities 

 

Ideas & expertise:

  • Performs as a focal point of audits by preparing and managing audits and following up Programme Teams on audit action plans.
  • Provides continuous technical advice and reporting to the portfolio management team and senior management on CO performance.
  • Financial and substantive monitoring and evaluation of projects according to established targets and priorities.
  • Identifying project-level operational issues requiring follow-up especially within the context of management audit requirements and organizing data and analysis in support of fully prepared responses.
  • Conducts discrete technical analysis, research and support to project design and advisory service agreements including true cost forecasting and identifying options for alternative financing models.
  • Effective preparation, coordination of input from Programme and Operations Units, compiling and drafting inputs to corporate planning and reporting tools, such as the CO Business Plan, Integrated Work Plan (IWP), the Results-Oriented Annual Report (ROAR).

 

Partnership engagement:

 

  • Learn how clients and collaborators consume project and operational services, identifying information and data to facilitate greater efficiency and collaboration.
  • Identifies client data and report requirements and feeds it into country office practice of continuous learning. 
  • Provide basic and useful explanations to clients on project management inputs and requirements that ensure the quality of programme and projects and the observation of UNDP programme policies and procedures

 

Team Collaboration and Knowledge Building

 

  • Supports the country office-wide practice of utilizing results monitoring and analysis to inform continuous learning activities and internal dialogues leading to regular adaptation of support services.   
  • Consolidation, sequencing and prioritizing inputs from internal sources for various reporting requirements including donor reports Learn from colleagues and adapt to new thinking and 
  • Conduct learning seminars and lead discussion groups for the team on relevant subjects.
  • Model reliability of output, organization and, innovation.
  • Undertaking desk research on RBM and risk management trainings and liaise with the internal network of experts in order to help develop training materials on RBM, planning and M&E specific to the needs to the region and COs.
  • Identification and documentation of key lessons derived from evidence monitoring, spot-checks/audit reviews and evaluations on what works, what does not work.
  • Active contribution to the development and adaptation of tools and guidance as well as training materials and manuals in RBM and evaluation and support their use for capacity development of CO staff.
  • Improved capacity of the CO in the adoption and use of risk management assurance activities as well as RBM techniques and tools.
  • Active contribution to relevant knowledge networks and communities of practice and dissemination of network information;
  • Active coordination and facilitation for trainings on utilising results of risk management assurance activities and results-oriented monitoring and evaluation in the Country Office.

Qualification & Experience 

 

Bachelor’s degree or equivalent in social policy, public policy, politics, economics, Accounting and Finance.

A qualified Chartered Accountant with certification from an internationally recognized institute of accountancy is an asset.

 

Experience 

 

·         Minimum of 2 years of relevant experience in working with quality assurance instruments and results based management models and managing audits of international/non-profit organizations.

·         Exposure to programme management and multilateral development stakeholders

·         Experience in the usage of computers and office software packages (MS Word, Excel etc.) and advance knowledge of spreadsheet and database packages,

 

·         Experience in handling of web-based management systems and ERP financials, preferably PeopleSoft (Atlas).

 

Language Requirement 

Fluency in English and in the national language of the duty station. Knowledge of other UN official language is desirable
