Job Description

Organizational Context

 

UNDP Pakistan in collaboration with Government of Balochistan, Planning & Development Department is scaling up its community recovery work in Balochistan by transforming it into a local, area-based development programme with social innovation as a cross cutting theme. The programme will support creation of necessary conditions for stability (citizen-state trust building) through inclusive local development planning processes, addressing basic local infrastructure and livelihoods needs, and make tangible progress towards the achievement of the SDGs. While leveraging a pilot project funded by the Country Investment Facility and the Government of Balochistan, the project will work to find innovative and sustainable solutions to address Balochistan’s development challenges by showcasing local government delivery on Pakistan’s Sustainable Development Goals. It will support improved delivery of basic public services including water, health and education etc; and also to create employment generation and improved livelihoods. Social Innovation will be mainstreamed across all the activities to create a greater impact through employing innovative solutions for realizing SDGs. The project will be specifically focused on three outputs: 1) Building capacities of the local governments to effectively plan and deliver services in order to achieve the SDGs.; 2) Accelerating the delivery of the SDGs by investing in basic services to address immediate and urgent needs with a special focus on the needs of women and vulnerable groups, and 3) Developing alternative livelihoods for both men and women and stimulating the local economy through skills training, business development and trade. The Govt. of Balochistan and UNDP have signed a cost-sharing agreement to jointly implement this project. The GoB P&D Department has approved a project PC-I for the skills and entrepreneurship component and contributing PKR.100 million for its implementation.

 

Under the overall guidance of Project Manager/Innovation Specialist, the Project Associate will support all aspects of project implementation mainly the skill and entrepreneurship development. He/she will provide support in partnership development, monitoring of project activities and providing innovative solutions to the emerging challenges and opportunities. He/She will also assist in maintaining effective liaison with key stakeholders especially P&D Department, government innovation lab, incubation centers and will work closely with the technical institutions and industry for effective training and employment generation. He/she will also provide support in achieving the project targets within the given timelines while working in close coordination with the other UNDP project teams, provincial sub-office and  UNDP Crisis Prevention and Recovery Unit.

Summary of key functions:

q  Assist in Effective management, implementation and coordination of the project

q  Support creation and management of partnerships with the private sector and resource mobilization 

q  Support in monitoring, evaluation and reporting of Livelihood skills and entrepreneurship development activities

q  Social innovation, knowledge management and communication

Assist in effective management, implementation and coordination of the project 

Specific tasks will include the following:

  • Support formulation of Project Annual Work Plans and approval by Project Board;
  • Provide support to mobilize goods and services to initiate project activities, including drafting TORs and work specifications;
  • Assist in managing project staff and resources to implement the project activities and produce results in accordance with the approved Annual Work Plans;
  • Assist in the implementation of Identified follow-on actions and submission of progress to the Project Board.

 

Provides administrative support to the project focusing on achievement of  the following  results:

Specific tasks will include the following:

  • Preparation of non-PO vouchers for development projects.Maintenance of the internal expenditures control system including timely corrective actions on unpost vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. 
  • Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas.
  • Making budget check for requisitions, POs and vouchers. 

 

Assist in monitoring, evaluation and reporting of Livelihood skills and entrepreneurship development activities

Specific tasks will include the following:

  • Assist in preparation of TORs for scoping and market assessment of demand-driven skills and entrepreneurship trainings;
  • Monitor implementation of training and entrepreneurship activities being undertaken by the project partners
  • Review the training plans and update the plans as required;
  • Assist in the preparation of lessons learnt and case studies for sharing and dissemination; 
  • Provide input for quarterly and annual Progress Reports; 
  • Provide input for preparation of reports for partners and project donors;

Support in Social Innovation, knowledge building and communications 

Specific tasks will include the following:

  • Assist in the formulation and implementation of social innovation strategies including strategies for local governance and social-sector improvement  
  • Support coordination with innovation lab;
  • Support establishment of incubation centers and coordination of its functions;
  • Provide input in designing and implementation of strategies for private sector engagement for skill development and employment generation; 
  • Assist in documentation of project results and lessons learnt of the respective areas for sharing with partners and stakeholders. 

Gender Mainstreaming 

Specific tasks will include the following:

  • Assess and identify potential gender-differentiated impacts of the project.
  • Based on gender analysis, develop a plan of action that identifies opportunities and entry points for mainstreaming gender into the project. The plan of action for gender mainstreaming should mirror the project’s log frame and include the development of gender specific project components, gender responsive targets and indicators, timelines, assigned
  • To understand the importance of women participation in the development process that includes planning, implementation, and evaluation of the interventions.

 

Impact of Results 

 

The key results have an impact on the successful management of the project and piloting of social innovation to achieve project results.  In particular, it will have impact on innovation to improve social services and employment opportunities with specific focus on CPEC related opportunities for youth, thereby reducing violence and promoting social harmony.

Qualification & Experience 

  • Matriculation
  • At least 5-years of relevant experience in development sector preferably in projects related to livelihoods and entrepreneurship development and public-private partnerships,
  • Excellent writing skills, Experience in the use of computers and office software packages and handling of web based management systems.
  • Previous experience with United Nations or similar international organization is desirable.
  • Fluency in English and Urdu. Knowledge of local languages will be an asset.
