Job Description

UNDP Pakistan in collaboration with Government of Balochistan, Planning & Development Department is scaling up its community recovery work in Balochistan by transforming it into a local, area-based development programme with social innovation as a cross cutting theme. The programme will support creation of necessary conditions for stability (citizen-state trust building) through inclusive local development planning processes, addressing basic local infrastructure and livelihoods needs, and make tangible progress towards the achievement of the SDGs. While leveraging a pilot project funded by the Country Investment Facility and the Government of Balochistan, the project will work to find innovative and sustainable solutions to address Balochistan’s development challenges by showcasing local government delivery on Pakistan’s Sustainable Development Goals. It will support improved delivery of basic public services including water, health and education etc; and also to create employment generation and improved livelihoods. Social Innovation will be mainstreamed across all the activities to create a greater impact through employing innovative solutions for realizing SDGs. The project will be specifically focused on three outputs: 1) Building capacities of the local governments to effectively plan and deliver services in order to achieve the SDGs.; 2) Accelerating the delivery of the SDGs by investing in basic services to address immediate and urgent needs with a special focus on the needs of women and vulnerable groups, and 3) Developing alternative livelihoods for both men and women and stimulating the local economy through skills training, business development and trade. The Govt. of Balochistan and UNDP have signed a cost-sharing agreement to jointly implement this project. The GoB P&D Department has approved a project PC-I for the skills and entrepreneurship component and contributing PKR.100 million for its implementation.


Under the overall guidance of the National Technical Advisor, UNDP Crisis Prevention & Recovery Unit, and Head of UNDP Sub-Office Quetta, the Project Manager/Innovation Specialist will support all aspects of the project implementation, including strategic planning, monitoring of project activities and providing innovative solutions to the emerging challenges and opportunities. He/She will act as a liaison with the P&D Department, the local counter parts, implementing partner, various technical institutions, while working in close coordination with other UNDP project teams  and Operations units.


Summary of key functions:

q  Effective management, implementation and coordination of the project including coordination with P&D Department and other key stakeholders

q  Creation and management of partnerships with the public and private sector training institutions with the focus on employment generation through skills development and promotion of entrepreneurship

q  Social innovation, knowledge management and communication

q  Project financial management

q  Project monitoring, evaluation and reporting


Effective management, implementation and coordination of the project 

Specific tasks will include the following:

  • Lead preparation of Project Annual Work Plans for approval by the Project Board;
  • Mobilize goods and services to initiative activities, including drafting TORs and work specifications;
  • Manage Provincial Project Management Unit and resources to implement the project activities and produce results in accordance with the approved Annual Work Plans;
  • Manage project closure including completion of activities, staff transitions, completion/termination of contracts and refunds of remaining fund balances;
  • Identify follow-on actions and submit them for consideration to the Project Board;
  • Coordinate with UNDP sub-office and government counterparts to mobilize necessary support for smooth implementation of project activities;
  • Close coordination with project’s various responsible parties to ensure timely realization of project deliverables

Creation and management of partnerships with the public and private sector training institutions with the focus on employment generation through skills development and promotion of entrepreneurship

Specific tasks will include the following:

  • Identify and create partnership for implementation of project activities;
  • Initiate agreements with partners for the implementation of training activities;
  • Analyze partners’ comparative advantages and manage/monitor assess their performance based on objective criteria;  
  • Day to day partnership management and consultation with government counterparts, technical institutes, industry and project donors.
  • Establish Incubation centers in partnership with universities and private sector
  • Ensure development of need-based skills and entrepreneurship training plans and its implementation

Social Innovation, knowledge building and communications 

Specific tasks will include the following:

  • Understanding of global social innovation trends and strong research skills to design and implement innovation strategies;
  • Establish Innovation Lab and coordinate its functions;
  • Design and implement strategies for social-sector improvement 
  • Design and implement strategies for private sector engagement for skill development and employment generation;
  • Organize training sessions for the projects and partners on lessons learned and best practices;
  • Document project results and lessons learnt for sharing with partners and stakeholders

Project financial management 

Specific tasks will include the following:

  • Management of project resources and assets in accordance with UNDP financial rules and regulations
  • Budget and expenses management in an effective and efficient manner;
  • Regular review and tracking of partners financial progress and payment requests; and,
  • Regular submission of financial reports to the country office

Project monitoring, evaluation and reporting

Specific tasks will include the following:

  • Monitor progress against the project strategy (Results & Resources Framework) and Annual Work Plans;
  • Monitor events as determined in the Monitoring & Communication Plan, and update the plan as required;
  • Prepare Project Quarterly Progress Report (progress against planned activities, update on Risks and Issues, expenditures) and submit the report to the Project Board and UNDP;
  • Prepare the Annual Review Report, and submit the report to the Project Board and UNDP;
  • Prepare reports for partners and project donors; and,
  • Prepare Final Project Report identifying lessons learned.


Gender Mainstreaming 

Specific tasks will include the following:

  • Assess and identify potential gender-differentiated impacts of the project.
  • Based on gender analysis, develop a plan of action that identifies opportunities and entry points for mainstreaming gender into the project. The plan of action for gender mainstreaming should mirror the project’s log frame and include the development of gender specific project components, gender responsive targets and indicators, timelines, assigned
  • To understand the importance of women participation in the development process that includes planning, implementation, and evaluation of the interventions.

Impact of Results 

The key results have an impact on the successful management of the project and piloting of innovative approaches to achieve project results.  In particular, it will have impact on innovation to improve social services and employment opportunities with specific focus on CPEC related opportunities for youth, thereby reducing violence and promoting social harmony.

Recruitment Qualifications & Experience 

  • Master’s Degree in social sciences or any other relevant field
  • At least 3 years of relevant experience at the national or international level in programme implementation and management monitoring and evaluation of development projects.
  • Strong writing skills with research orientation. Understanding of public service delivery challenges, Experience of managing public-private partnerships specially in the area of  skills and entrepreneurship development,
  • Experience in the use of computers and office software packages and handling of web-based management systems.
  • Previous experience with United Nations or similar international organization is desirable. 

Language Requirements:

Fluency in English and Urdu. Knowledge of local languages will be an asset.
