Job Description

 

 

 

Background

The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its recently developed Country Programme (CP) II, 2016-19 with a focus on illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. As part of the CP there is significant strategic planning and coordination required with the Government to implement its Sub-Programme 2 on Criminal Justice. To address the need for coordinating activities of the Criminal Justice programme including the development of UNODC’s Anti-Corruption Programme and coordinating activities of the Regional Programme, UNODC requires the services of a Strategic Planning and Anti-Corruption Officer. 

 

Assignment Objectives

 

The purpose of the assignment is to develop, manage and implement UNODC’s Anti-Corruption Programme across Pakistan. 

 

The Anti-Corruption Programme Officer will be responsible to ensure that these objectives are achieved under the supervision of the sub-programme Advisor.   

 

Responsibilities

 

The Anti-corruption Programme Officer will undertake the following duties and responsibilities:

 

Anti-Corruption Programme 

• Manage projects and its implementation in the area of anti-corruption.

• Development of UNODC’s anti-corruption programme in Pakistan based on the recommendations of the UNCAC review report and Government’s priorities

• Identify areas of support in line with UNODC’s Country Programme II and Government priorities.

• Development of concept notes and project proposals under the guidance of the Criminal Justice Advisor.

• Coordinate the completion of related research and assessments on Anti-Corruption.

• Engage and mobilize Government stakeholders that includes judiciary and all LEA’s with anti-corruption as their mandate to ensure GoP buy-in of the programme of assistance.

• Planning of tasks related to the Ant-Corruption programme. 

• Provide capacity building to stakeholders as required.

• Implement work plan including completion of tasks such as workshops, dialogues, study tours and related activities in close coordination with the Criminal Justice Advisor.

• Draft donors’ reports and briefing materials. 

Government Coordination to Support Policy Development

• Close and regular coordination with all stakeholders

• Keep informed of all legislation and policy change and practices that relates to the Criminal Justice system in Pakistan. 

• Provide support to the Criminal Justice Subprogramme Advisor to engage regularly with key Government of Pakistan’s stakeholders to facilitate the development of policies and legislations related to the area of Anti-corruption in Pakistan such as implementing the recommendations of the UNCAC review.

• Facilitate related workshops and meetings.

Qualification and Experience

 

• Master in criminal justice, International law, Project Management or related field. 

• A minimum of five years of experience of programme development and coordination.

• Working experience in the area of anti-corruption is an asset.

• Experience working with international organizations preferred.

• Solid knowledge of MS office tools (Word, Excel) with advanced knowledge of MS Excel.

• Capacity to devise, set-up and manage training programmes. 

• Ability to produce concise reports and presentations.

• Excellent verbal and written communication skills in English and Urdu

• Ability to work under pressure and to meet tight deadlines

• Solid knowledge of MS office tools (Word, Excel) with advanced knowledge of Power point.

Location

The Anti-Corruption Officer will be based in UNODC’s Country Office in Islamabad, Pakistan, in order to complete the deliverables required under this position.

 

Methodology

 

The generating deliverables will require the Programme Officer Anti Corruption to be based in Islamabad at Country Office for Pakistan (COPAK) and report to the Criminal Justice Advisor and will work closely with the Country Representative as well as sub-programme coordinators. The Programme Officer Anti Corruption will interact with concerned ministries and agencies and international partners.

 

Planning and Implementation Arrangements

 

The Programme Officer Anti Corruption will be based in COPAK and work closely with the Country Representative as well as sub-programme coordinators and COPAK colleagues. The incumbent will report to the Criminal Justice Advisor.

 

Payment Schedule and Rate

 

The Programme Officer Anti Corruption will be issued an SC contract in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates for service contract holders. Travel costs including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures
