Job Description

Purpose of the post: To support in all activities relevant to complying with the procedures set by the Ministry of Foreign Affairs (MOFA), so as to facilitate the adequate completion of all protocol-related processes and so ensure the appropriate and timely delivery of required clearances and/or approvals for all manner of requests pertaining to WHO personnel.


Overview of the Programme: The continued transmission of poliovirus in Pakistan has become a national emergency. Pakistan now risks becoming the last remaining reservoir of endemic poliovirus transmission in the World and the only remaining threat to achieving polio eradication globally. Recently the Polio Eradication Initiative (PEI) Programme has made tremendous progress by reaching and vaccinating persistently missed children and detecting and responding rapidly to the presence of the polio virus whenever and wherever it is identified. Improvements to the Programme are being evidenced in the declining number of wild poliovirus (WPV) cases. The Organization has a large contingent of professional personnel throughout the country assisting in the implementation of the Programme and for which it is necessary to ensure that they have the appropriate status that enables them to move about freely while carrying out their duties. MOFA is the lead Ministerial agency with whom UN agencies are expected to engage with, while following established policies and procedures that need to be strictly adhered to if the requested clearances and approvals are to be obtained from it and its personnel permitted to continue to operate in Pakistan.


Organizational Context: Under the direct supervision of the Operations Officer, in addition to the overall instruction and supervision of the Federal Polio Team Leader, the incumbent will be responsible for performing the following duties:


1. Provide pertinent information and guidance to WHO personnel in the preparation and submission of applications, along with the required documentation, to MOFA for the issuance and/or extension of visas and personally follow up with the concerned authorities to ensure that they are issued on a timely basis.


2. Provide pertinent information and guidance to WHO personnel in the submission of applications, along with the required documentation, for the issuance and/or extension of official national documents (eg. government ID, visa, drivers license and/or No-Objection Certification) and personally follow up with the concerned authorities to ensure that they are issued on a timely basis.


3. Personally follow-up and respond to all emerging protocol-related issues and demands with the concerned authorities at MOFA and whenever necessary, in conjunction with relevant officials of other UN entities.


4. Maintain a comprehensive and up-to-date database on the protocol-related status of all WHO personnel to enable adequate tracking and appropriate action to be taken towards ensuring the constant validity of their official UN and/or national documentation.


5. Provide information and guidance to WHO personnel relevant to the supporting documentation required for obtaining visas in their home countries and follow up to ensure that it is made readily available to them whenever necessary.


6. Provide information and guidance to WHO personnel in the submission of visa applications for official travel outside Pakistan and personally follow up with the relevant officials at the concerned Embassies and/or High Commissions to ensure that the visas are issued on a timely basis.


7. Provide information and guidance to WHO personnel for obtaining official UN travel documents as-and-when required and follow up to ensure that the required applications, along with supporting documentation, are submitted on a timely basis.


8. Performs other duties as required by the supervisors and/or WHO Representative.
