Job Description

Organizational Settings:

Under the overall guidance of the Representative and the supervision of the International Operations Manager the Local Security Associate provides support to Country Office and Provincial Offices, performing a variety of security related tasks. The Local Security Associate promotes a client, quality and results-oriented approach. S/he works in close collaboration with the Representative, Deputy Representative, International Operations Manager, the Operations and Programme personnel in the CO and Provincial Offices, with the UN Common System Security Cell and UNDSS, with the UNFPA Regional Security Advisor and HQ personnel for resolving complex security-related issues, meeting organizational reporting requirements and for exchanging information.


Job Purpose

The Local Security Associate provides assistance in his/her role for facilitating/coordinating implementation of approved and recommended security risk management measures (including Residential Security Measures), SRM/MOSS compliance verification and other matters pertaining to safety and security of UNFPA personnel, premises and assets. The LSA, being a local associate, must always conduct his/her functions in close cooperation with UNDSS, the International Operations Manager and the UNFPA Regional Security Adviser. S/He is accountable to the UNFPA Representative who has the overall accountability for security in accordance with the UNFPA Security Accountability Policy. The LSA works under the technical guidance of the UNFPA Regional Security Advisor (RSA) for functional security matters.


Main Tasks and Responsibilities:

1. Provides support for security related processes, focusing on the achievement of following results:

  • Provides assistance to implement the UNFPA security plan, SOPs and guidelines personnel;
  • Monitors status of implementation of security risk management measures / Minimum Operational Security Standards (MOSS) and Residential Security Measures (RSM) and facilitates corrective action, as needed, to achieve and maintain compliance of UNFPA personnel, offices, equipment and other areas;
  • Identifies the Emergency Communication Equipment needs and regularly monitors and maintains functioning security equipment e.g. Emergency communication system equipment, such as VHF, Sat Phones, Trauma bags, fire extinguishers, vehicle kits, CCTV cameras etc. in accordance with the MOSS policy;
  • Provides advice and support to Representative to mainstream security planning into all levels of programme design, implementation and delivery, through effective advocacy for compliance;
  • In cooperation and under guidance with UN DSS contributes to Security Risk Assessment of UNFPA programme in country, particularly high risk areas and supports the implementation of risk management measures in fragile humanitarian context, e.g.: in the aftermath of man-made and natural disasters;
  • Facilitates compilation of programme assessments of UNFPA programmatic activities with UNFPA programme personnel, for UN DSS to incorporate into the security risk management process;
  • Facilitates clarifying technical aspects of security measures and related budget needs/cost for the IOM and RSA for technical clearance;
  • Provides substantive support to collect and update information with regards to security issues and communicates them to the Representative and Regional Security Advisor;
  • Provides assistance to and follow up on incidents and accidents affecting UNFPA personnel, offices and assets;
  • Coordinates with UNDSS security risk assessments, evaluations and surveys of UNFPA Country Office and Provincial Offices, as appropriate;
  • In close cooperation with UNDSS, provides support to organize and conduct training briefings and courses on security issues/awareness and preparedness and giving orientation/security briefing to newly assigned personnel; 
  • Acts as the Country Security Focal point and represents UNFPA at the local Security Cell meetings;
  • Responds to security incidents, affecting UNFPA personnel, facilities/premises and or assets, e.g.: at accommodation/facilities or during transport/commute, road missions, etc., either in person or by facilitating the appropriate response, to reduce risk exposure by taking the appropriate action.


2.     Provides support for security-related administrative tasks, focusing on the achievement of following results:

  • Provision of UNFPA personnel lists to UN DSS, facilitating requirements related to UNFPA security information systems are being complied with (Global Directory security component),
  • Facilitates that personnel responsible to contribute to meeting the milestone requirements for the security output in the UNFPA RBM application (SIS) do so timely;
  • Facilitates that UN system wide and UNFPA internal reporting requirements are met;
  • Ensures that UNFP Country Office and Provincial Offices’ security SOPs and documents are prepared and regularly updated;
  • Assists to prepare the UNFPA security reports such as Security Incident Reports;
  • Provides general administrative assistance in security-related matters and maintains routine and confidential correspondence, files/documents;
  • Processes mission request of Country Office and Provincial Offices in Mission Clearance Request forms for UNDSS and Designated Official approval;
  • Facilitates security measures in the form of static and mobile police escorts for UNFPA missions;
  • Conducts security surveys and ad hoc SRMs of venues intended for UNFPA activates, e.g. meetings, workshops and conferences for UNFPA events in Islamabad and provinces for clearance by UN DSS;
  • Review all security clearance requests for UNFPA personnel travelling to high and very high risk areas to ensure that requests conform to Security Procedures and ensure that appropriate mitigation measures are recommended as per applicable SRM measures for the area, for the approval by the Representative;
  • Ensure all personnel on contract have completed mandatory security trainings, their global directory personal profile updated and facilitates provision of related data to UN DSS. 

3.      Any other tasks as identified by the Representative, Regional Security Advisor, International Operations Manager.



Qualifications and Experience:


Completed Secondary Level Education required. First level university degree desirable in Political Science or equivalent and applicable security and military training;

Knowledge and Experience:

  • Six years of relevant experience in security, preferably in the military or police context or related field of work. 
  • Experience in a UN/international related environment is an advantage.


  • Demonstrating/safeguarding ethics and integrity; good relations and influence with national security organizations is highly desirable.


  • Fully conversant with MS Office applications,


  • Basic understanding of communications devices and satellite phone principles


Fluency in English is required, knowledge of Urdu and local languages is an asset.
