Job Description

 

   

Background

 

The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP-II) 2017-2019 with a focus on illicit trafficking and border management, criminal justice, and drug demand reduction and HIV/AIDS. To implement the CP, high volume of recruitment is expected to take place in 2018. To address the need for management of the recruitment planning and process, including administrative tasks, the office requires the services of a Human Resources Officer.

 

Assignment Objective

 

The objective of the assignment is to assist Human Resources Manager in managing and coordinating staff recruitment, staff development and capacity/skill building of UNODC staff, manage attendance records of all employees, and ensure timely performance evaluations along with ensuring a robust filing system for the human resources team at the Country Office. This includes managing employee/consultant profiles, collating documentation of candidates/staff members. The Human Resources Officer will be mainly responsible for administrative tasks related to human resources management.

 

Responsibilities

 

Under the direct supervision of the Human Resources Manager and overall supervision of the Representative, the Human Resources Officer will be assigned to undertake the following duties and responsibilities:

 Recruitment compliance

·         Implements COPAK HR strategies and policies,

·         Organizes and enforces the recruitment process according to the existing UN rules/procedures and work flows,

·         Advertises terms of reference, facilitates selection tests/interview panels and negotiates contracts in coordination with UNDP and the UNODC Core Team.

Staff induction

·         Maintains an induction package for new staff members,

·         Inducts new staff members and international/national consultants,

·         Prepares and maintains all administrative documentation related to the recruitment process.

Performance reviews

·         Facilitates bi-annual and annual performance reviews by the output managers/sub programme advisors,

·         Documents and manages yearly targets of each employee;

·         Administrative financial management

·         Liaises with UNDP on salary and fee payments of staff members.

Human resource information management

·         Maintains up to date individual files of staff members/consultants,

·         Identifies opportunities to enhance the HR process,

·         Prepares and maintains all administrative documentation related to human resources management,

Contract management

·         Manages contracts in and outside FOSI; monitors and tracks all transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through FOSI,

·         Develops and manages HR rosters.

·         Leave and attendance management

 

Qualifications and Experience

 

·         Degree in Human Resources Management, Business administration, or related subjects;

·         A minimum of 1 year of experience;

·         A solid knowledge of MS Office tools with advance knowledge of MS Excel and MS Access;

·         A very good understanding of United Nations regulatory frameworks regarding recruitment;

·         Previous experience with International Development sector would be an asset.

 

 Methodology and Location

 

The Human Resources Officer will be based in the UNODC COPAK, Islamabad in order to complete the responsibilities required under this position.

 

 

Planning and Implementation Arrangements

 The Human Resources Officer will report to the Human Resource Manager under the overall supervision of the Representative.

 

 

Payment Schedule and Rate

 

The Human Resources Officer will be issued an SC contract in accordance with United Nations rules and procedures.  Payment scale will be determined by UNDP recommended rates for service contract holders.  Travel costs including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures.

  Please note:

 HEC Attested degrees are a prerequisite for employment at UNDP. During the recruitment process candidates may be required to present HEC attested degrees.

 

Foreign Qualified Candidates: Foreign degree holders shall be required to (i) Present a verification/certification letter from the university verifying the degree & student enrollment, or (ii) Foreign degree Equivalence Letter from HEC.
