To develop an implementation strategy for the establishment of the National Youth Development Index (YDI)
Pakistan is the fifth youngest and sixth most populated country in the world, having 64% young people of an estimated 200m population. This large cohort of youth is seen as the beacon of prosperity capturing the demographic dividend in Pakistan. However, the prevailing high level fertility rate and the age structure are not leading the country to benefit from the demographic window of opportunity. Youth development is critical for young people to realize their capabilities to pursue gainful and decent employment, education opportunities, health and wellbeing, as well as civic and political empowerment.
The transition from adolescence to adulthood is a significant period wherein young people go through a rapid transition at multiple levels; physical, emotional, intellectual and social. The decisions they make during this stage will determine not only their own future, but for their families and communities. However, young people in Pakistan face major barriers to achieve their full potential. Young women are particularly vulnerable. The spectre of gender inequality in Pakistan is large. According to the World Economic Forum, Pakistan ranks 151 out of 153 countries on the Global Gender Gap Index (2019). 29 percent of women were married before 18 years of age. 32 percent of ever-married women aged 15-49 have experienced physical violence. The youth unemployment rate is presently higher than the adult unemployment rate.
Pakistan has, in recent years showed its resolute commitment to youth development, evident from the adoption of the 2030 Sustainable Development Goals (SDGs). the 2030 Agenda calls for the development and activation of sound, evidence-based youth policies and actions to ensure its full realization. Investing in in-depth analysis of disaggregated data to enable identification of the specific needs of adolescents and youth will contribute to strengthening federal and provincial policies and programmes. The National Youth Development Framework supporting the Prime Minister’s National Youth Development Programme – Kamyab Jawan is a pioneer framework that seeks to fulfil Pakistan’s global commitments through youth empowerment and engagement for achieving SDGs, with the main focus on mainstreaming marginalized youth groups.
With support from the Government of Canada, UNFPA has initiated the Sehatmand Khaandaan project, which seeks to accelerate efforts to ensure that national and provincial policies provide the enabling environment for inclusive, gender-sensitive FP and RH. UNFPA has partnered with the Prime Minister’s Kamyab Jawan Program in supporting the National Youth Development Framework to increase investment opportunities for young people’s RHR nationwide and to promote their participation in the design of federal and provincial policies and programmes.
This consultancy is to help devise an implementation strategy for the establishment of the national youth development index - a first-ever comprehensive national survey-based data gathering, to gauge and guide youth development indicators providing policy guidelines, identifying existing gaps and priority areas for immediate attention and action.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The key tasks of the consultant will include:
1. Review available data/ data sources on adolescents and youth in Pakistan with respect to key indicators education, employment, engagement, health and wellbeing (Global Youth Development index – GYDI, NHDR Pakistan -2017, Pakistan Social and Living Standards Measurement – PSLM, Multi indicator Cluster Survey – MICS concept note on YDIs).
2. Analyse GYDI and NYDI frameworks in detail.
3. Development of a detailed updated concept note – identifying data set and indicators that should be included in the YDI in accordance with international, national commitments and Sustainable Development Goals.
4. Develop methodology for YDIs and suggest data analysis/ tools, indicate data sources/ availability, survey design, calculation of index.
5. Built consensus on the indicators through following a consultative process with the relevant stakeholders including Pakistan Bureau of Statistics, National Institute of Population Studies, Ministry of Education, Labour, Health, UN agencies, academia, research institutes and others.
6. Schedule and conduct the consultative meetings with the relevant stakeholders.
7. Develop an implementation strategy for the construction of YDIs.
During the course of the assignment, the consultant will work under the direct supervision of the Programme Analyst – Youth SRHR, while working in coordination with the Deputy Secretary – Kamyab Jawan Programme. Perform other tasks as may be assigned by the Deputy Representative and Representative – UNFPA.
Duration and working schedule:
Consultation is for the tenure of 5 months – following standard working hours with 5 days a week working schedule.
Required expertise qualifications and competencies, including language requirements:
Knowledge and Experience:
· An advanced degree in demography and/or population studies, statistics, and/or development studies or any other relevant area.
· Atleat 2 years of proven experience in research and developing statistical tools, indices, indicators and M&E
· Atleast 2 years of previous experience of statistical data collection, analysis, manipulation and presentation using statistical software.
· Familiarity working with government institutions and young people is an advantage.
