Job Description

The region comprising newly merged districts in erstwhile FATA remains one of the most underdeveloped regions of Pakistan, enduring decades of marginalization, and economic deprivation. Livelihoods and employment remains a critical issue related to both social and economic development, and to issues of stability and governance.  The effect of these multiple challenges can be clearly seen in UNDP’s Multidimensional Poverty Index (MDPI), which shows that in 2016 73.7% population lived in multidimensional poverty, while the comparable figure for KP Province stood at 49%. The passage of the 25th Constitutional Amendment with political consensus and its subsequent presidential approval on 31st May 2018 signals a historic change and will fundamentally alter the lives of 5 million inhabitants of the area. Since 2010, the UN’s Merged Districts programme has been the largest portfolio, with approximately US$300 million invested annually predominantly through humanitarian funding. Until recently the humanitarian, development and peace actors have, for the most part, operated within institutional silos without strong coordination mechanisms. The UN Resident Coordinator instituted a multi-partner Task Force to develop a Transition Framework anchored in the New Way of Working on humanitarian-development continuum in KP Newly Merged Districts. Under the umbrella of the Transition Framework, an integrated programme by FAO, UNDP, UNICEF and UN Women and led by the UN Resident Coordinator has been developed which aims to ensure the sustainability of the returns process and strengthen the social contract between the state and the citizenry. The DFID-funded programme will achieve these overall aims by: a) strengthening resilience in return communities, especially by restoring livelihoods; b) supporting the improvement of, and access to, health and education services; c) supporting the local and provincial governments to become more effective, accountable and responsive; and d) supporting the improvement of the enabling environment for inclusive economic growth.

The UN Resident Coordinator’s Office (RCO) has identified the need for a YPO-Communications to play support role in the design, management and implementation of communications, knowledge, advocacy and publication strategies. The YPO will assist KPMD programme team in building public understanding about KPMD, promoting common messaging and timely sharing of information with partners and stakeholders. The incumbent is expected to work in close collaboration with KPMD Programme Manager, KPMD Pillar teams, other experts and staff including multi-lateral and bi-lateral donors, civil society, government institutions ensuring successful implementation of KPMD communications initiatives.

Duties & Responsibilities:

The UN Resident Coordinator’s Office has identified the need for a YPO to play support role in the design, management and implementation of communications, knowledge, advocacy and publication strategies for KP Merged District Support Programme. The post holder will report directly to the Programme Manager. 

Summary of key functions

Support planning and development of communication strategies, products and services focusing on the achievement of following results:

  •   Assist in defining communications needs of internal/external audience including identification of tools and products in order to deliver coherent, timely and holistic message
  •  Draft/edit communications and outreach services in line with donor branding strategy UNDG standards for corporate communications
  •  Assist with strategic planning and management of communications activities emanating from targeted interventions, value for money approaches, safeguarding initiatives and other broad stories of success to be used as evidence of ‘what’s working’ and ‘what’s not working’
  • Identification of storylines and draft articles for publications

2.  Effective media monitoring, regular updating on official press releases and support updating of KPMD content on relevant online platforms

  • Assist with regular updating of KPMD content on relevant online platforms such as UN websites through collaboration UN communications teams for common messaging
  • Support media monitoring including sharing timely media coverage of KPMD and related developments to Programme Manager and other concerned staff
  • Drafting of the content for the web sites and social media platforms to ensure consistency of the materials
  • Lead on the social media initiatives for accurate and informed portrayal of KPMD successes via twitter, Facebook, YouTube etc
  • Support promotion and maintenance of public information campaigns on KPMD activities in line with UN Reforms and SDGs.
  • Support promotion and dissemination of advocacy materials for launching flagship initiatives and other related publications of KPMD
  • Support Programme Manager and KPMD staff in packaging of programme initiatives for donor review
  • Maintenance of increased coverage and understanding of KPMD work through regular media contacts and provision of newsworthy information to RCO, national public and, where possible, donors
  • Organization of roundtable discussions, press conferences, briefing sessions, interviews, launches whenever planned under KPDM banner
  • Forging of a “one UN” image through publicizing the significance of UN ONE Programme, joint programmes, and common services

  • Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities.
  • Sound contributions to knowledge networks and communities of practice including corporate communications repositories.
  • Support provision of training and advice to KPMD staff on internal and external communications

Masters degree in communications and media, public policy, political science, development studies or a related field.


  • Fresh Graduates; Minimum 0-1 year of relevant experience in Communication, media and public policy at the national or international level;
  • Updated knowledge and proven experience in the usage of computers and office software packages (MS Word, Excel, etc.)
  • Demonstrated capacity for report writing, preparation of press releases, messages, and organizational skills and willingness to travel to the field
  • Basic understanding of the political, social and cultural background of the KPMD area

Language Requirements: Fluency in English. Knowledge of local language (s) will be an asset.
