Background The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. COPAK requires the services of a national contractor to oversee the implementation of UNODC activities under the Country Programme in Balochistan. It is expected the contractor will liaise with law enforcement, criminal justice and health institutions, as well as collect and maintain information and data relevant in related areas. Assignment Objective The objective of the assignment is to liaise with law enforcement, criminal justice and health authorities in Balochistan regarding the implementation of technical assistance under the UNODC Country Programme. This will involve consultations with government counterparts at both technical and political levels, collecting data related to UNODC’s work and drafting reports on the effectiveness and results of UNODC’s technical assistance in the areas of drug trafficking, human trafficking, border management, policing, prosecutions, prison reform and health care for drug users. Responsibilities The incumbent will work closely with technical Advisors based in Islamabad and other colleagues under the supervision of the Representative of the Country Office for Pakistan of UNODC. The incumbent will undertake the following duties: 1. Develop an implementation support plan for UNODC activities in Balochistan, 2. Coordinate and oversee implementation of UNODC activities in Balochistan, 3. Prepare, organize and report on regular consultations with relevant government counterparts on UNODC activities, 4. Liaise with government counterparts in Balochistan on trends, performance and results achieved, 5. Organize missions from UNODC Country Office in Islamabad to Balochistan. Methodology Generating deliverables will require the Programme Officer (Crime Prevention and Drug Control) to be based in Quetta and report to the UNODC Country Representative in Islamabad. Planning and Implementation Arrangements The Programme Officer (Crime Prevention and Drug Control) will closely interact with UNODC COPAK’s related programme officers/other staff, concerned ministries and LEAs and regional counterparts/international partners, as tasked/mandated. Payment Schedule and Rate The Programme Officer (Crime Prevention and Drug Control) will be issued a Service Contract (SC) in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates for SC holders. Travel costs including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures.
Required Skills
1.Familiarity with law enforcement, criminal justice or health agencies;
2.Ability to interact effectively with government counterparts at all levels;
3.Knowledge of monitoring and evaluation principles;
4.Ability to formulate concise reports and presentations;
5.Excellent verbal and written communication skills in English;
6.Previous experience with the UN or a UN agency is an asset.
