The Office of the United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. The National Vocational and Technical Training Commission (NAVTTC) is a Government Organization at a national level to regulate, facilitate and provide policy direction in the vocational and technical training. The Commission is establishing and promoting linkages among various stakeholders existing at national as well as international level. Since its inception, NAVTTC has given a high priority to un-addressed areas and challenges in the Technical Education and Vocational Training (TVET) sector in Pakistan.
UNHCR and NAVTTC are working in partnership to enhance access to quality certified technical and vocational training opportunities for refugees and host communities. NAVTTC is planning to further expand and enhance its programmes benefiting host communities and refugees to include Smart Tech Labs as part of its training programmes.
2. PURPOSE AND SCOPE OF ASSIGNMENT
The objective of this consultancy contracted by UNHCR is to assist the National Vocational and Technical Training Commission (NAVTTC) in preparing for the tender documents and establishment of Smart Tech Labs for the TVET sector in Pakistan. This will involve a needs assessment to identify the gap between the current business activities and infrastructure and the envisioned Smart Tech Labs. The identified gap will be the basis for developing a list of compatible soft-and hardware requirements including relevant licensing and language options. The scope of work will also involve an analysis of existing technologies, markets and best practises in relevant fields. It will also include the development of an implementation framework outlining a concrete, structured and actionable implementation plan. Furthermore, the consultancy will be required to develop Terms of Reference for a procurement process including specifications of the required goods and services. Finally, a training for session to build the capacity of NAVTTC and UNHCR staff on the requirements and possible solutions will be carried out by the consultant.
The individual consultant will perform the following set of tasks:
§ Needs assessment for tendering and establishing an integrated software and hardware solution built into a Learning Management System (such as virtual training and digital materials). This will require a baselines analysis of NAVTTC’s existing programmes and infrastructure, the identification of general and technical requirements for implementation (e.g. internet access, user devices for distance learners etc.), and a detailed outline of the envisioned Smart Tech Labs.
§ Based on the needs assessment and the identified gap between the status quo and envisioned Smart Tech Labs, the consultant will develop a list of compatible soft- and hardware required for the envisioned Smart Tech Labs. This will involve software licensing options and requirements as well options (with associated cost and time requirements) for language adjustments and translation of content.
§ To inform the Terms of Reference and Implementation Framework, the consultant will carry out an analysis of existing technologies and markets for the required goods and services as well as of best practise examples of Smart Tech Labs (national and international as applicable).
§ The consultant will develop a comprehensive Implementation Framework enabling a successful tender and implementation. This framework will structure required actions and focal points guiding the future implementation and specify a realistic timeline (examples of essential components include: mapping of institutes for implementation, stock-taking of existing infrastructure per institute, tender process, assessment of required HR capacity, assigning of focal points for action).
§ The consultant will develop Terms of Reference including detailed specifications of required goods and services to enable a successful and smooth procurement process (the procurement process itself lies outside the scope of work of this consultancy).
§ The consultant will deliver a training session for at least 25 participants from NAVTTC and UNHCR to build their capacity on the requirements for establishing Smart Tech Labs in the TVET sector in Pakistan based on the completed set of tasks.
3. MINIMUM EXPECTED DELIVERABLES
§ Deliverable 2 Comprehensive report on the needs assessment establishing the baselines and vision as well as the identified gap. The report will reflect the sources of information and stakeholders consulted.
§ Deliverable 3: Detailed list of compatible software and hardware requirements for the envisioned Smart Tech Labs including software licensing options and requirements as well options (with associated cost and time requirements) for language adjustments and translation of content.
§ Deliverable 4: Report on the analysis of existing technologies and markets for the required goods and services as well as of best practise examples of Smart Tech Labs.
§ Deliverable 5: Comprehensive Implementation Framework. The document can be in the form of an annotated table in narrative form. It needs to include timelines and concrete actions required for the successful tendering and establishment of Smart Tech Labs in the TVET sector in Pakistan.
§ Deliverable 6: Terms of Reference including detailed specifications of required goods and services (both hardware and software) to enable a successful and smooth procurement process.
§ Training of at least 25 persons working at NAVTTC and UNHCR in Pakistan on requirements for establishing Smart Tech Labs in the TVET sector in Pakistan based on the completed set of tasks. (The training will be delivered at UNHCR in Pakistan and hospitality costs for the training session will be borne by UNHCR).
4. QUALIFICATION AND EXPEREICNE
- University degree in Communications Technology, Information Technology, Computer Science or relevant field.
b. Work Experience
- At least 5 years’ work experience in the area of vocational training and digital/e-learning and Smart Labs (software and hardware requirements, tools and approaches);
- Experience with business analysis for developing digitalized learning materials;
- Experience of working and collaborating with stakeholders including governments, the TVET sector and tech companies.
c. Key Competencies
- Strong skills in conceptualising e-learning solutions in the TVET sector;
- Demonstrated knowledge of national and international markets for Smart Lab components;
- Demonstrated competency in large scale procurement processes;
- Excellent interpersonal, networking and analytical skills;
- Excellent written and verbal communication skills in English, fluency in local languages would be an advantage.
