Job Description

 

 Background

UNODC Country Office in Pakistan (COPAK) is mandated to provide the Government of Pakistan (GOP) with technical assistance to enhance capacity of national authorities. The government-endorsed Country Programme 2018-2019 identifies a number of key outputs with specific activities which contribute to the overall improvement and capacity of national and provincial agencies. A particular aspect of assistance relates to monitoring and evaluation. 

The Monitoring and Evaluation Officer will validate data collected by the M&E Unit, provide guidance to improve the quality/quantity, accuracy and consistency of data, produce analysis of past performance under Country Programme 2010-2017, and forecast trends to ensure the implementation cycle of COPAK Country Programme.  The main outcomes of work carried out by the Officer are a set of research products that COPAK and related beneficiaries, including the donors and government counterparts, can use to create actionable plans, and a range of guidelines that M&E Unit can maximize the impact on the M&E activities and its outcomes. 

Assignment Objectives

 

To analyze COPAK’s objectively verifiable indicators (OVI) and other data streams, produce trend analysis and conduct research of all the projects under COPAK Country Programme 2017-2020. And to provide technical advice and guidelines to the M&E Unit and its activities, including planning, research, data collection, data management and preparation, data analysis and reporting

Responsibilities

The Monitoring and Evaluation Officer (Research) will undertake the following duties and responsibilities:

 

1. Lead the office efforts to conduct past performance analysis and create over-arching review of performance of the Country Pogramme 2010-2017, including areas with positive outcomes and under-performing impacts, in line with the 2013 Mid-Term evaluation recommendations. The analysis must be based on data contained in the corporate data systems of M&E Unit with adequate verification of sources.  

 

2. Conduct project research: provide data-driven research that forecast trends, looks beyond current performance and progress metrics, and seeks to identify upcoming threats or issues that may cause delay of the implementation cycle of Country Programme 2017-2020.

3. Provide technical advice and guidance to the M&E team members to implement a range of M&E activities on time. This includes the activity planning, the new sources data development, and the improvement of the quality of existing data sources, data collection, data management and preparation that regular reports are delivered to COPAK Management, the HQ and the donors. Also, the Officer oversees the whole reporting cycle for the donors and the HQ and 

4. Provide technical support to all Sub-Programmes and PACT for the donor’s concept notes and project documents, particularly developing the Logical Frameworks, to ensure the project cycle is consistent and the deliverables are met as per the work plan under Country Programme 2017-2020.

5. Liaise with programme officers and associates in all Sub-Programmes and PACT, Resource Mobilization, Finance and Procurement sections, to handle requests and queries from the HQ and the donors, and inform the updated situation and foreseen issues as applicable to M&E Manager in a timely manner.  

6. Serve as an Officer In Charge (OIC) while the M&E Manager is absent and take a full responsibilities on the M&E activities and related tasks in the office. 

7. Ensures the implementation of evaluation policies and strategies, focusing on achievement of the following results:

a) Initiation of planning and preparation for Country Programme/project evaluations, including the Final Evaluation of Country Programme 2010-2017 and the Mid-Term Evaluation of Country Programme 2017-2020, and other types of evaluations conducted in the office and/or the Independent Evaluation Unit (IEU) at the HQ.

b) Promotion of evaluation standards, quality assurance/control and capacity development in the office.

c) Contribution to the evaluation work plan, including identification of topics, and projects/programme to be evaluated.

d) Coordination of specific evaluation missions for development projects, sectoral/thematic evaluations or desk evaluations/studies on selected sectors/themes.

8. Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:

a) Provide on-job capacity building training to M&E Unit, ensuring the M&E team members are working as per the contemporary M&E skills and techniques.

b) Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader EO knowledge management efforts, disseminated in learning events and channeled into decision-making processes. 

c) Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.

d) Collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues.

e) Participation in the conduct of results-oriented monitoring and evaluation training efforts in the Country Office.

Competencies Required

 

• Master’s Degree or equivalent in International Relations, Legal or Political Science, Economics or related social sciences, plus at least 2 years of relevant research experience in Pakistan Excellent verbal and written communication skills in English.

• Previous experience in data-focused research. 

• Experience in the usage of computers and office software packages, experience in handling of web based management systems. Strong technical skills in database management, Excel, SPSS or other similar data analysis packages.

• Previous experience with the UN or a UN agency is an asset.

 

Planning and Implementation Arrangements

The M&E Officer will be based in the Islamabad, Country Office Pakistan and report the M&E Manager under the overall supervision of Country Representative.

 

 Payment Schedule and Rate

 

The Officer will be issued an SC contract in accordance with United Nations rules and procedures.  Payment scale will be determined by UNDP recommended rates for service contract holders.

 HEC Attested degrees are a prerequisite for employment at UNDP. During the recruitment process candidates may be required to present HEC attested degrees.
