National Consultant to Develop Communication Strategy and Dissemination Plan for the Survey on Women’s Social and Economic Wellbeing (SEW) Punjab

 

Background: 

According to World Economic Forum, Pakistan Gender Inequality Index ranks 148 out of 149 countries (2018).  Gender inequality is a significant barrier to Pakistan’s sustainable development and poverty reduction efforts. Pakistan’s official Multidimensional Poverty Index (2015-16) shows that nearly 39 percent of Pakistanis live in multidimensional poverty.  Women’s participation in the labour force is often undermined by the vital roles they play at home, including bearing the burden of household chores, particularly in rural areas.  While these are extremely vital and valuable functions, they are undervalued unpaid functions, which effectively confine women to the household and to informal economic activities and prevent their participation in the formal labour market where they could earn a wage. Once married, Pakistani women generally have a limited role in family decision-making, relying on the husbands to make decisions on every important matter including health seeking behaviours, particularly those related to sexual and reproductive health and family planning.

In order to generate evidence on gender inequalities and gender-based violence for advocacy and policy dialogue, UNFPA supported Punjab Commission on the Status of Women (PCSW) and Bureau of Statistic (BoS) Punjab to conduct a province wide survey on the Economic and Social Wellbeing of Women, which was completed in November 2018. The Women’s Socio-Economic Well-Being Survey was the first of its kind in Pakistan, embracing multiple indicators and including sub-population groups such as women from minorities, women living with disabilities and private sector employers and employees. 

The findings of the Survey are essential for policy making and programming in such areas as women’s economic participation and access to resources, reproductive health and rights and human rights of women and girls. It is the opportune time to come up a communications strategy and dissemination for the Women’s Socio-Economic Well-Being Survey.

Purpose of consultancy:

(1) To develop a communications strategy and dissemination plan for the Women’s Socio-Economic Well-Being Survey to sensitize and inform policy and decision-makers;

(2) To develop provincial and sub-provincial level action plans;

(3)  To identify target audiences and entry points for advocacy for policy making and programming to advance women and girls’ rights in Punjab

Scope of Work:

 

·     Review the findings of ESW survey Punjab, other related documents available such as fact sheets, info-graphics, reports and policy briefs to facilitate uptake of evidence products for effective policies and interventions to advance women’s social and economic wellbeing in the province, including for the two sub-populations of women with disabilities and minority women. The consultant will review the findings for these two sub-populations as well as for the male perceptions survey.

·    Analyse the political context and the policy dynamics in Punjab to identify relevant avenues and absorption capacity of different stakeholders at different levels (such as policy-making, programming, resources allocation and district level advocacy) to facilitate effective policy advocacy using ESW survey findings. Identify potential or existing legislations that can be supported by the findings from the ESW set of surveys.

·  Draw up a communication strategy focusing on key thematic areas and targeted advocacy actions including for sub-population women with disabilities and minority women, and for men, particularly men aged 15-35 based on the findings from the male perception survey on women’s economic and social wellbeing; Clearly spell out targeted strategies for priority districts identify by using survey findings.

·     Hold expert group meetings to identify and validate key actions including enrolling potential allies and exploring the most effective channels and ways of disseminating the Survey findings for policy advocacy and reaching out to policy makers.

·  Devise and develop a communication strategy and dissemination plan in line with the priorities of PCSW and government of Pakistan’s commitments on gender equality with a clear set of options, priorities and entry points for PCSW and Women Development Departments Punjab to engage with key policy and programing audiences.

· Devise and recommend effective communication approaches/tools to ensure that PCSW and WDD are well-placed to engage with key stakeholders for advocacy efforts.

·       Develop indicators to monitor the effectiveness and impact of the communication strategy and dissemination plan.

·    Orientation session with PCSW team on the roll out of communication strategy and dissemination plan.

Duration and working schedule:  25 days spread over two months (June-July 2019)

Consultant will report to Deputy Representative UNFPA and Chairperson PCSW

Required expertise, qualifications and competencies, including language requirements:

Education:

Advance university degree preferably PhD in social sciences with specialization on women rights, gender related data analysis, and policy advocacy and research.

 

Knowledge and experience

·   Minimum ten (10) years of experience in gender and statistics

·  In-depth experience of engaging with government departments and policy makers and ample demonstrated familiarity of the gender indicators and dynamics in Pakistan.

·  Extensive work experience with government statistical institutions, UN and/or international development-oriented organization on data for development advocacy

·        Ability to work with, and review data and develop relevant communication approaches/tools to present findings in user friendly manner;

·         Excellent analytical, presentation and writing skills.
