Job Description


In early 2017, the Federal Cabinet of Pakistan adopted a new Comprehensive Policy on Voluntary Repatriation and Management of Afghan Nationals (Policy), which represents a significant shift in refugee protection and migration management. In light of this, within the main strategic objectives and milestones for the UNHCR operation in Pakistan continued facilitation of the voluntary repatriation in close collaboration with the Governments of Afghanistan and Pakistan will remain a priority. UNHCR continues to play a catalytic role in the implementation of the Government’s Comprehensive Policy on Voluntary Repatriation and Management of Afghan Nationals. UNHCR ensures protection safeguards in all steps of the facilitated voluntary repatriation process.


The Assistant Repatriation Officer serves as a lead focal point for voluntary repatriation and related issues in the Sub Office under the overall guidance of the Operations Coordinator. The incumbent will have a supervisory responsibility over the other repatriation staff (General Service or Affiliated Workforce).  She/he will work closely with protection, programme and field staff, as well as UNHCR Government Counterparts (CAR, NADRA) and MORR ensuring observing the operational standards and practices in repatriation as well as ensuring that all repatriation movements respect the principle of voluntariness and occur in safety and dignity.    



-      UNHCR’s policies and Standard Operating Procedures (SOPs) related to voluntary repatriation are applied.

-      Return movements are organized with the full participation and support of persons and communities of concern and relevant stakeholders.

-      Repatriation/ return data records and electronic databases are developed and timely and securely maintained in line with applicable SOPs.

-      Age, Gender and Diversity as well as participatory approaches to repatriation are implemented. 


-      Interview candidates for voluntary repatriation and ensure that they make informed decisions on returns, based on up to date information on the conditions in the country of origin. 

-      Implement activities in accordance with the voluntary repatriation strategy, with a view to ensuring that the return is voluntary and takes place in safety and dignity. 

-      Organize sessions and consultations, to counsel refugees on all aspects of the voluntary repatriation operation. 

-      Prepare documents (including Voluntary Repatriation Forms) and ensure that refugees are provided with the appropriate documentation. 

-      Ensure and/or directly implement, as appropriate, effective data gathering and management, including regular maintenance and updating of country of origin information and return databases. 

-      Facilitate UNHCR’s access and communication to/with individual and communities of concern, including through translation and cultural mediation. 

-      Mainstream AGD in all areas of work and ensure the full participation of returning refugees in matters relating to their own protection 

-      Comply with UNHCR’s policy priorities, such as those related to persons with particular vulnerabilities

-      Monitor and advise implementing partners on on-going activities related to return. 

-      Actively participate in inter-agency coordination processes and contribute to mobilizing partners’ support to the voluntary repatriation/return programmes.  

-      Liaise with government officials and partners, and seek solutions to problems concerned with the voluntary repatriation process. 


-          Interview candidates for voluntary repatriation and establish whether their decision is voluntary, and decide which individuals to register for further return processing.  

-          Represent UNHCR with relevant external partners in-country and across the border, as applicable.

-          Enter information on voluntary repatriation into available databases, in line with SOPs.
