Purpose of assignment:
The situation analysis (SITAN) conducted in 2011, is indicating that KP and FATA are far behind the MDG targets with regard to key indicators such as child mortality, access to education, water and sanitation and child protection. The persistence of emergencies in the province due to earthquakes, floods and displacement have further hampered both economic and social development. The precarious law and order situation led to large scale displacement on one hand and on the other it limited the ability of humanitarian and development organizations to work effectively within KP and FATA and to deliver essential services to the communities in need.
The devolution of responsibilities to provincial level as per the 18th constitutional amendment, passed by National Assembly on 8 April 2010, provides an opportunity for supporting government at provincial and district level towards achievement of MDGs with equity, however bottlenecks that need addressing include: very low budget allocations for social services, a poorly motivated and inadequately compensated pool of human resource, lack of reliable and comprehensive data to inform planning and decision making and gaps in Disaster Risk Management (DRM) despite the high vulnerability to emergencies.
Currently, many of the approximate 3 million people that were displaced by the crises in 2008 within KP and FATA, have returned to their respective areas of origin, FDMA estimates that a total of 141,444 families have returned to their places or origin in FATA. In 2012, a further 80,000 families are expected to return. The current IDP caseload is estimated at 95,323 families living off-camp in addition to 8,911 families living in the 3 camps of Jalozai, Tog Sarai and New Durrani. This caseload excludes the most recent caseload displaced from Khyber agency, of which around 7,000 families are currently registered at Jalozai camp, an additional influx of 10,000 families in expected from Khyber in the coming weeks.
As for return, an early recovery assistance framework was formulated with the objective of supporting the reintegration of IDPs within the four agencies of Bajaur, Mohmand, Orakzai and South Waziristan, the process is informed by an interagency assessment and the respective early recovery working groups are currently in the process of finalization of proposals to mobilize resources to fund the early recovery and reintegration process. The process is co-lead by FDMA and UNDP.
In KP and FATA, UNICEF is leading both the education cluster and the education early recovery working group. UNICEF is also supporting an education programme in KP and FATA with an estimated budget of more than 10 million USD for 2012.
Following an assessment of the current level of education staff on board at Peshawar field office, a need is identified to recruit an education coordinator for a period of 8 months (April to December 2012) at NOB level. This position will support the effective functioning of the education and early recovery working groups for both KP and FATA. The post will also support implementation of the education "Welcome to School Initiative" programme for FATA.
Duty station: Peshawar, with frequent travel to crisis affected areas of FATA & KP, IDP camps.
Duties and Responsibilities:
Supporting the establishment of an operational sub-cluster in order to ensure effective coordination of education response activities in KP and FATA;
Supporting the education authorities in the area to coordinate the education cluster partners response;
Ensuring that needs are identified and that cluster activities address the identified needs, fill gaps and prevent overlap and duplication in the area;
Ensuring that information is shared amongst cluster members and between sectors/clusters in order to improve planning, integration and implementation, under the guidance of the National Education Cluster Coordinator. This includes contributing to regular OCHA situation reports, and taking an active part in OCHA co-ordination meetings at the level.
Providing facilitation and coordination support to technical working groups established under the sub-cluster (as required);
Liaison with other clusters on operational implementation in the area (for example, WASH, Shelter, Child Protection);
Supporting capacity development of the sub-cluster partners, including on the Minimum Standards for Education in Emergencies, and on preparedness, contingency planning and DRR;
Ensuring appropriate attention to priority cross-cutting and cross-sectoral issues (e.g. gender, ECD, HIV and AIDS, Early Recovery) in response efforts in the area;
In all the above, ensuring appropriate coordination with national/local authorities, state institutions, local civil society and other relevant actors.
Undertake field visits to UNICEF project sites for the participation in, and monitoring of project activities including the teachers training program implemented by FATA Education Directorate to meet planned targets in a timely and effective way. Prepares trip reports on results of visits and project progress
Pre-implementation planning support to government counterparts and newly engaged partner organization in implementation of projects and on-site field support to existing partners on technical, financial and supplies matters
Plan and supervise all trainings on going by NGO partners and government counterparts with UNCIEF funding according to the project needs and ensure coordination between IPs and Government on the same.
