Job Description

PURPOSE OF THE POST

The Pakistan Polio Communication Network, or COMNet, has recently been established in Pakistan. It provides the framework at provincial, district, union council and community levels through which communication efforts to eradicate polio are channeled. The main task of COMNet is to mobilize communities, particularly parents and child care providers, to ensure all children in the areas of the deployed communication staff are vaccinated against polio in every vaccination round. COMNet communication staff are responsible for identifying and working with high risk groups, and for involving influencers and governmental and non-governmental partners in polio advocacy activities, particularly those persons involved with high risk groups.

The Training Coordinator works at the Federal, Provincial and District levels. The staff member works under the overall supervision of the Chief, Polio Eradication Unit, with direct supervision provided by the Polio C4D Specialist, and in close collaboration with the COMNet Coordinator, Monitoring and Evaluation Officer and other polio programme staff.

The purpose of this assignment is to provide close support to the - programme colleagues in providing technical oversight, guidance, and quality assurance to the multiple training activities and events sponsored and supported by the Polio Eradication Unit. Responsibilities include the development of appropriate training curriculum and methodology, pre-testing and evaluating training, materials, tools, and events, and monitoring and evaluating field training activities. Through regular review, evaluation, and analysis the position will provide quality assurance of contracted, third party training services including philosophy, methodology, and the appropriateness and competence of staffing structures.

MAJOR DUTIES AND RESPONSIBILITIES

Monitor and evaluate the quality of COMNet training and capacity development by attending training sessions and reporting results. This duty is largely defined by conducting assessments at field locations and writing brief reports with recommended actions.

Document, assess, and propose improvements to COMNet training by reviewing and editing training programs, agendas, schedules, materials, rosters, attendance sheets, and training reports.

Assist in development of Training of Trainers (ToT) programs to improve the cascade training model and the quality of training in C4D, PRiME, Leadership and Management, and vaccinator IPC. These duties include identifying and training Master Trainers in the COMNet structure who provide foundational training packages for all new and replacement COMNet hires.

Develop and maintain a training database stored on the UNICEF shared drive.

Assist the COMNet Coordinator, Monitoring and Evaluation Officer, and Federal and Provincial Polio C4D staff third-party trainers in the identification of training recipients, and lead the development of training agendas, syllabuses, budgets, trainer’s guides, schedules, and logistics plans.

Collaborate with WHO and Government of Pakistan in the development of the communication and IPC components of training curricula for Area-In-Charges and vaccination teams.

Required Skills

LANGUAGES
Fluency in English and Urdu is required; Pashto fluency a plus. Knowledge of Balochi, Sindhi, and other local languages would be an asset.

COMPETENCIES
Ability to conceptualize, lead, and train trainers for frontline worker polio eradication training.
Ability to make timely and quality judgments and decisions with integrity and using high ethical standards.
Demonstrated ability to work in a multi-cultural gender equal environment, and establish harmonious and effective working relationships both within and outside the organization.
Computer skills, including internet and office applications
Ability and willingness to travel to provinces as directed
Knowledge of the social, political and economic environment of the provinces.

Ability to negotiate and liaise with different stakeholders
Working field experience in Pakistan is an asset
