Job Description

Background
The Regional Programme for Promoting Counter Narcotics Efforts in Afghanistan and Neighbouring Countries (RP) was developed by UNODC in close consultation with the eight countries that became party to the RP: Afghanistan, I. R. of Iran, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Turkmenistan and Uzbekistan. It is a strategic framework for UNODC’s engagement in the region and it is designed to provide a platform for better coordination and facilitation of counter-narcotics efforts across the region, bringing coherence to activities conducted by UNODC. The aim of the Regional Programme is to enhance counter-narcotics capacities across the region through concrete facilitation of regional cooperation action through provision of platform for coordination and technical assistance.
The UNODC Country Office for Pakistan (COPAK) requires the services of Regional Programme Officer to support the implementation of the Regional Programme.
Assignment Objectives
To support the implementation of the Regional Programme for Afghanistan and Neighbouring Countries by facilitating regional coordination, research and data management.
Responsibilities
The Regional Programme officer will undertake the following substantive duties and responsibilities:
• Liaise between the UNODC Country Office for Pakistan and the Regional Programme team in Kabul and the Government of Pakistan as a focal point assigned to the Country Office,• Develop, implement, monitor and report on the Regional Programme work-plan for Pakistan,• Work on the implementation, monitoring, advocacy and follow-up of Regional Programme meetings and activities in the country,• To facilitate and ensure the participation of Government of Pakistan officials to Regional Programme meetings and workshops,• Advice and support the Country Office Pakistan to implement Country Programme activities that have a regional dimension,• Set up a baseline/library for regional research studies, identify gaps in research/information and develop spin-off programmes/studies,• Commission and manage research projects,• Perform other duties upon request of the management.Planning and Implementation Arrangements
The incumbent will be based in the Country Office for Pakistan and work closely with the UNODC Regional Programme team in Kabul.
Payment Schedule and Rate
The Regional Programme Officer will be issued an SC contract in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates for service contract holders. Travel costs including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures.

Required Skills

A Masters degree in Social or Political Science, Statistics or Economics, Business Administration or Public Administration, plus at least 5 years of relevant research experience in Pakistan preferably working on topics related to UNODCs mandates.
Good knowledge of socio-economic, political issues and drug-related issues in Pakistan and region.
Knowledge and experience with working with the Government of Pakistan.
Ability to produce concise and reports and presentations.
Excellent verbal and written communication skills in English.
Ability to work under pressure and to tight deadlines
Strong research, analytical, drafting and communication skills and the ability to produce work of a consistently high quality.
