Call for Proposals:
The World Health Organization, Pakistan, invites proposals from suitable consultants/firms with substantial experience in the field for the Development of Community Based Disaster Risk Management Manuals.
1. Overview:
The National Disaster Risk Management Framework identifies “Community and Local Level Risk Reduction Programming” as one of the 9 priorities outlined in the strategic document. Moreover, the One UN Joint program on Disaster Risk Management-DRM was designed in line with the national priorities and international obligations. For this particular reason, one of the 4 outcomes of the DRM component exclusively focuses on building DRM capacity of communities, vulnerable groups, grassroots organizations and local authorities. World Health Organization -WHO along with other UN agencies through One-UN DRM JPC is working to achieve community and local level risk reduction in Pakistan. Foregoing, WHO intends initiating community level capacity development through information, education and risk communication for households and communities at risk to promote healthy behaviors to reduce risks and prepare them for disasters.
The purpose of community and local level risk reduction program by WHO in Pakistan is to ensure community-based health workers and community volunteers of selected/targeted communities are able to effectively participate in community level disaster risk reduction efforts by playing an active role in district-level DRM committees and also responding to community health needs before, during and after a crisis.
2. Objective of the consultancy:
“To develop health sector CBDRM manuals i.e. participants guide and trainer manual and conducting/ organize training courses of community-based health workers force - CBHWF consisting of community-based health workers including volunteers and other actors supporting the health sector in Pakistan”.
As such the manual should identify the main actions to be undertaken by the CBHWF in all phases on an emergency to contribute to healthier, safer and more resilient communities. The Joint statement on Scaling up the community-based health workforce for emergencies, developed by WHO, GHWA, UNICEF, IFRC and UNHCR should form the basis of what community-based health workers should be trained to do during each phase of a crisis.
Moreover the manual should also contribute to draw attention to the crucial role that CBHWF could play in an emergency in Pakistan and it should identify the priority interventions which should be provided by the CBHWF. Detailed guidelines are attached at Annexure A.
3. Specific activities / tasks:
i. Develop draft of the CBDRM Manuals i.e. participants guide and trainer manual to include health actions before, during and after emergency/disaster as per the guidelines annexed.
ii. Share the draft manuals as per the schedule with WHO- DRM Program Officer for seeking comments from NHEPR and NDMA.
iii. Basing on the comments from WHO, NHEPR and NDMA develop the final draft version of Manuals for health sector (editing and layout in booklet form included).
iv. Facilitate and conduct a pilot training course in Islamabad for selected / identified communities.
v. Basing on the lessons learned during pilot training in Islamabad; develop the final version of the Manuals for the health sector.
vi. Translating the final version of the manuals in Urdu
4. Qualifications/experience required
The consultant is expected to employ a team of experienced and dedicated experts of Public health, disaster risk management and training management for the task assigned
i. Extended knowledge and experience (international/regional experience will be preferred) of developing Community Based Disaster Risk Management curriculum and trainer manuals;
ii. Prior experience of working with NIDM/NDMA/NHEPR and UN agencies partnering One UN Joint DRM program.
iii. Extended experience in carrying out CBDRM training ( international/regional experience will be preferred);
iv. Knowledge and experience of the Public Health and disaster risk management at community levels ;
v. Knowledge of the local Public Health and disaster risk management context will be an asset.
5. Expected outputs/deliverables:
i. CBDRM Training Manuals i.e. participants guide and trainer manual in English and translated into Urdu in booklet form.
ii. Four day pilot training course in Islamabad for selected / identified communities on health centered CBDRM;
6. Performance indicators
Consultant’s performance will be evaluated against timeliness, responsibility, initiative, communication, training organization and quality of the products delivered.
7. Supervision arrangements
The selected consultant will work under the supervision of the National Program Officer DRM -WHO, who will oversee all the deliverables concerning the consultants work /consultancy. The final revision of the Manual will be finalized with technical support of all relevant sections of WHO along with WHO Emergency Health in Action technical staff. However, the overall supervision lies with EHA Head and Chief of Operations WHO Pakistan.
At any stage Consultant can communicate with DRM Program Officer-WHO, for any support needed from WHO and keep WHO informed of general developments progress and any obstacles encountered during the course of completion.
8. Proposed period and duration of consultancy:
· Preparation training material- Participant Guide- 14 day (Oct 2012)
· Preparation training material- Trainer Manual- 14 day (Oct 2012)
· Facilitation of the workshop (in Islamabad) - 05 days (Nov 2012)
· Final Editing and drafting of manuals in English- 10 day (Nov 2012)
· Translation of manuals - 14 days (Nov 2012)
· Consultancy completion report- 03 days (Dec 2012)
Total - 60 Days
9. Total number of days
The estimated duration of consultancy is 60 days (October to December 2012). The tasks are required to be achieved before 15th December 2012 i.e. Consultancy completion report should be submitted before 15th December 2012.
10. Fee for consultancy
i. The consultancy fee will be based on the experience of the consultant and his team members. According to the WHO financial rules and regulation and under WHO’s APW contractual regulations.
ii. WHO will cover the boarding/lodging and travel expenses of the participants taking part in pilot training courses along with organization of training venue and training material under the WHO’s regulations.
11. Materials to be offered to the consultant:
i. CBDRM Training Tool Kit/ development guidelines
ii. Guidelines and material from Health Promotion and Protection Team
iii. Access to all the WHO resource material required in development of manual and conduct of training courses
12. Call for Proposals/Requested Documents
WHO invites proposals from suitable candidates/firms with substantial experience in the sphere and those who fulfills the experience and qualification above mentioned in Para 4 above. The proposal should essentially include the following:
· Cover letter indicating interest to undertake the task/ work, experience and qualification of team members and detail address.
· The updated CVs of the team members;
· Task time lines with suggested dates
· Financial Proposal for task with the suggested consultancy fees. (In sealed envelope) essentially containing following headings but not limited to:
