Purpose of the post: The purpose of this position is to facilitate the implementation of effective polio immunization campaigns in the province by coordinating appropriate actions with the established counterparts and partners and ensuring that adequate resources are made available on a timely basis.
Overview of the programme: The continued transmission of poliovirus in Pakistan has become a national emergency. Pakistan now risks becoming the last remaining reservoir of endemic poliovirus transmission in the World and the only remaining threat to achieving polio eradication globally. The Campaign Support Unit works in close collaboration with the government’s National Emergency Operations Centre (N-EOC). It is responsible to support the Government in organizing and facilitating all polio immunization campaigns. The Unit’s main responsibility is to: plan and conduct polio campaigns by allocating funds for all aspects of campaign operations; support in the preparation and/or revision of all campaign-related Standard Operating Procedures (SOPs); and, arranging for the required logistics to conduct the campaigns. The unit also supports the Monitoring & Evaluation (M&E) activities of all scheduled campaigns via pre-campaign facilitation and post-campaign evaluation methodologies. It also supports provincial teams by providing campaign monitors for observing and monitoring the quality of work during the campaigns.
Organizational context: Under the direct supervision of Programme Operations Officer and the Polio Team Leader, in addition to the overall supervision of the WHO Representative, the Provincial Campaign Support Officer will undertake the following duties:.
1 Ensure the inclusion of key Polio Eradication Initiative (PEI) and Expanded Programme of Immunization (EPI) partners in a way that respects their mandates and program priorities. Act as focal point for inquiries on the PEI/EPI Synergy response and operations.
2 Ensure appropriate coordination between all partners through the establishment and/or maintenance of appropriate coordination mechanisms, including coordination at the provincial, district and sub-district levels.
3 Secure commitments from partners in responding to needs and filling gaps, ensuring an appropriate response to routine activities, emergencies and for special issues, whenever necessary.
4 Represent the interests of the PEI/EPI with stakeholders on prioritization and rationalization of resources.
5 Ensure appropriate links with provincial and district authorities, local civil society groups and other relevant actors and ensure appropriate coordination, information exchange, preparedness and implementation with them.
6 Ensure utilization of participatory approaches for assessments, analysis, planning, monitoring and response both for the SIAs and agreed priority cross-cutting issues (CBV; HRMP; RSP; RI) involving relevant stakeholders and/or partners
7 Develop and/or update agreed-upon response strategies and action plans and ensure that these are adequately reflected in the overall country strategies, such as the NEAP & TAG endorsed plans.
8 Ensure adequate monitoring mechanisms are in place to review the progress against implementation plans and impact of PEI interventions.
9 Ensure an analytical interpretation of best available information in order to benchmark progress of the activity over time.
10 Ensure adequate impact reporting and effective information sharing to demonstrate the closing of gaps.
11 Identify core gaps and concerns, including resource requirements, and contribute key messages for improvement in planning and implementation of the SIAs for stakeholders and/or partners.
12 Promote and support training and capacity-building of front-line personnel based on a clear understanding of available capacity.
13 Support efforts to strengthen the capacity of the provincial- and-district-level authorities and local civil societies.
14 Support PEI/EPI in the planning, design and implementation of emergency and special interventions, such as: Mobile Team Action Plan (MTAP); emergency response activities; health camps; cross-cutting issues; Community Based Vaccinations (CBV); High Risk Mobile Populations (HRMP); and, Religious Support Persons (RSP).
15 Provide support to PEI/EPI in the planning, assessment, monitoring, evaluation and implementation of activities through periodic assessments to verify the quality, quantity and timeliness of ongoing field activities and find solutions to overcome any existing obstacles.
16 Undertake regular field visits for the participation in and observation of PEI interventions and local conditions.
17 Prepare field visit reports for discussion, particularly focusing on identification of gaps and ensuring a coordinated response for filling of these gaps.
18 Ensure adequate contingency planning and preparedness for potential significant changes in the nature of an emergency.
19 Prepare status and/or progress reports required for donors, budget review, Programme analysis, annual reports, etc., using data and information on the progress of the Programme obtained from the NEOC.
20 Ensure stakeholder collaboration with UN and other agencies active in the field for efficient and effective coordination, and enhanced synergy.
21 Prepare situation reports and activity reports of sub-district, district and provincial levels and update these on regular basis. Prepare monthly Programme reports.
22 Provide inputs for proposals, donor reports, and other reports produced by the office.
23 Conduct any other activities as requested by the supervisor(s).
Professional experience and skills
- Minimum five years of progressively responsible professional work experience in program management, assessment, monitoring and evaluation in complex emergency context.
- Proven ability to work effectively with government counterparts, UN agencies and other partners under stressful situations.
- Knowledge of the latest developments in emergency education
- Analytical and Communication skills
- Appropriate computer skills, ability to support counterparts in establishment and management of basic computer databases
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
- Fluency in English and Urdu. Knowledge of a local working language of the duty station is an asset.
