Job Description

  Goals and Objectives


The overall objective of the position is to take a lead role in dreafting the reports relating to the project activities and results outcome of the Directorate of Transition and Reforms (DTR) including program progress reports on periodical basis, case studies and success stories. The incumbent will also be responsible for development of reporting guidelines and reporting templates as per the requirement of the program team. He/She will also gather information fromt the relevant component for reporting purposes and will prepare reports on the basis of data gathered for onward submission to the management. The incumbent will also develop reports on the progress of the achieved results of the DTR, identify areas and issues that are affecting progress of the DTR and also provide solutions and coordinate with project team and DTR. The incumbent will also provide research support to the project and also to the DTR on the achievement of the key progress indicators and results.



 Organizational Context


Over the last decade, Pakistan’s north-western areas of Khyber Pakhtunkhwa (KP) and the Federally Administered Tribal Areas (FATA) have experienced large-scale population displacements due to militancy and military operations against militants and armed groups. Patterns of displacement and return movements have coexisted – often new displacements occurred in parallel with returns to other areas.  In 2014, the Government of Pakistan launched the military operation Zarb-e-Azb to establish the writ of the government in the remaining agencies of FATA notably Khyber and North Waziristan.  


With the success of military operations, the Government of Pakistan launched the Sustainable Return and Rehabilitation Strategy in 2015, announcing the return of the remaining displaced population (about 300,000 families) by the December 2016. UN agencies both supported the formulation of the strategy and the implementation of the strategy’s five pillars: infrastructure rehabilitation; law and order; governance and service delivery; livelihoods; and social cohesion and peace building. 


Recently, the government has launched comprehensive reforms to mainstream the FATA region, which until now is governed by a special law (Frontier Crimes Regulation 1901), where normal laws and rights enshrined in the constitution of Pakistan are not applicable to the residents of FATA.  The UN has played a leading role in advocating for and supporting government-led efforts to mainstream the FATA region. With the launch of the report of the Committee on FATA Reforms 2016, the UN system in Pakistan as well as the international community see significant tasks ahead in terms of supporting the government’s transition and recovery efforts in FATA.


UNDP will be providing critical policy level support to main stake holders at the federal level which includes Ministry of SAFRON, Governor Secretariat and KP government including Key departments like P&D, Home, Finance and Local Government. The Fedreal Cabinet in its decision has approved the establishment of the Directorate of Transition and Reforms (DTR), which will be the institution which will be implementing the reforms agenda, by providing planning and coordination support to the FATA Secrateriate and other government institutions. The Reporting and Research offcier will provide inputs through improvement of organizational effectiveness, development of processes, systems and enhancing the capacity of the institutions to effectively implement and monitor reform processes.



Functions / Key Results Expected



Summary of Key Functions:

1. Contribute to the overall reporting by collecting information from the program team and collate it in the form of report on the specific formats.

2. Contribute to the development of road map for Directorate of Tranisition and Reforms (DTR).

3. Develope peiordical reports including monthly, quarterly and annual progress reports on the key deliverables of the DTR.

4. Review the reports submitted by the DTR.

5. Assist in developing formats for different reports for DTR.

6. Assist in the preparation of inception reports and work plans.

7. Generate reports based on the results achieved against different level of indicators.

8. Documentation of progress, lessons learnt,  case studies & other communications items.

9. Coordination & periodical reporting.

10. Identify gaps and lessons learned from the reports (Progress and monitoring reports) and develop a matrix for action required and overcoming the gaps.

11. Timely submit the action required matrix to the senior management for their informed decision making. 


1. Effective Reporting of the program activities;

 Integrate project reporting with UNDP CO web-based corporate tools.

 Assist in developing Work plans monitoring plans for ensuring that activities/events are properly scheduled, carried out and reported as per the agreed timelines. 

 Assist in evaluation missions, preparation of Terms of Reference, providing inputs in the reporting of different studies. 



2. Coordination & periodical reporting;

 Support documentation of project periodic reporting & assist in coordination with stakeholders and other implementing partners.

 Contribute to reporting and proofreading/compiling of other reports by the implementing partners.

 Regular coordination with the team to obtain data for generating different kind of reports. 

 Any other task assigned by the Governance and Reforms Advisor.

The key results will have an impact on the success of quality of report, case studies and efficient implementation, timely delivery of the outputs in the target areas.

Recruitment Qualifications



Education: Mater degree in Social sciences, Development Studies, Statistics or related field is required. 




 At least 01 years of proven work experience in the related field (preferably in INGOs/UN).

 Knowledge of the development context in FATA and Khyber Pakhtunkhwa.

 Good knowledge of Research, development policy and outreach approaches. 

 Ability to travel across KP and FATA.


Language Requirements:

Fluency in the English and Urdu is required. 


 Note : 

HEC attested degrees are a prerequisite for employment at UNDP. During the recruitment process candidates will be required to present HEC attested degrees.

Foreign Qualified Candidates: Foreign degree holders shall be required to: (i) Present a verification/certification letter from the university verifying the degree & student


enrollment, or ii) Foreign degree Equivalence Letter from HEC.
