  Job Description

In order to ensure that gender equality considerations are effectively integrated into PaRRSA operations and service delivery, the Consultant will be working closely with the Gender / protection Unit under the direct supervision of and reporting to DG PaRRSA and under the guidance of UNIFEM Country Programme Director:

The Consultant will be responsible for the following tasks:

Producing a detailed work plan for 6 months.

Provide gender equality technical and policy advice to PaRRSA in its operations as well as other provincial and district level government departments (where applicable) involved in the humanitarian, recovery and return work;

Developing a comprehensive strategy for Gender Integration in to Recovery, Rehabilitation and Reconstruction efforts, for Malakand and FATA during the first 3 months. The strategy should provide short term/Medium Term and Long Term strategic interventions spread over 1-5 years.

Based on the strategy, developing a comprehensive proposal for a 5 years project covering Malakand Division.

Support and promote integration of gender concerns in the humanitarian, recovery and reconstruction efforts of international and regional organizations including civil society organisations supporting PaRRSA in its work;

Review and report periodically on the extent to which issues of gender equality have been integrated into the planning priorities and projects for humanitarian, early recovery and reconstruction phases of involved institutions;

Under the PaRRSA guidance participate in monitoring missions to review compliance of projects on gender equality;

Identify gaps in programming to address gender equality as related to the key sectors for humanitarian, recovery and return and propose programming options for consideration by PaRRSA and the donor community;

Determine the extent to which program/project performance assessment systems capture and analyze project data and performance information which relates to gender equality results and provide support as necessary;

Assess whether risks and assumptions related to gender equality were adequately identified and tracked by PaRRSA and partner organizations and make recommendations for improved mitigation strategies, as necessary;

Promote the collection and dissemination of sex-disaggregated data to better inform policy and programming;

Assess the extent to which adequate resources are allocated and utilized appropriately for gender equality activities across sectors and provide recommendations for corrective action as necessary;

Identify, synthesize and disseminate lessons learned, best practices on promoting gender equality (including women's practical and strategic needs) in the context of humanitarian, recovery and reconstruction initiatives;

Ensure consistency and coherence of PaRRSA activities with the Government of Pakistan's NPDEW and National Plan of Action for women's empowerment and Gender Equality;

Work collaboratively with other sectoral specialists to increase understanding and buy-in for the implementation of gender mainstreaming in their own advice, recommendations and activities;

Participate in the interagency clusters on gender and early recovery as well as protection to provide necessary GE support;

Initiate, supervise and finalize position papers, reports, policy guidelines, statements and presentations on gender issues in the humanitarian, recovery and resettlement phase, as required.

Deliverables:

  1. Initial work plan for 6 months.
  2. Final Draft of strategy at the end of 3rd month of Assignment.
  3. Monthly progress reports highlighting also the challenges faced and the way those were handled.

Producing a comprehensive proposal based on the strategy , for a 5 years project covering Malakand Division.

  1. Contribution to PaRRSA website on GE issues and response
  2. Input into cluster strategies, needs assessments and other documents produced
  Required Skills
University degree (Masters Degree), in social sciences, women and gender studies, or other relevant disciplines such as humanitarian studies, sociology, economics, international relations, political studies, other social science or related humanities field with a focus on gender equality and women's rights/empowerment.

Minimum 10 years of progressively responsible experience in women-specific and gender issues, gender planning, gender analysis, gender mainstreaming and promotion of gender equality at national and regional levels, including in the critical area of conflict recovery and the empowerment of women in the region; as well as experience in programme and project planning, budgeting, management, analysis and implementation.

Knowledge and expertise relating to integrating gender equality considerations into humanitarian, recovery, return, resettlement policies and programs.

Knowledge of and working experience of protection issues

Experience in working with government, donors, and civil society.
