  Job Description
The services of the Senior Consultant will be available to the Minister for MOWD as strategic Advisor. S/he will work in close collaboration with UNIFEM Pakistan and Senior Institutional technical Consultant MoWD. The strategic ambit of support will be to advise on matters of:
  • Policy i.e. input into strategic policy formulation & review for MOWD, input in other Ministerial policies that come in for MOWD comment and state of international commitment and obligation
  • Strategic representation i.e. MOWD stance/ work with reference to higher governmental committees such National Assembly & Senates related committees, ECNEC, Social Sector committee, etc
  • Institutional involvement i.e. Functioning of the MOWD, its adjustment post 18th Amendment, coordination with Provincial Departments and NCSW
  • Programmatic overview i.e. MOWD ongoing programmes & its implementation
  • Cooperation & Coordination i.e. with international donor community and CSO
  • Provide support to other such strategic support as required by Minister MOWD
Activities The envisaged activities under this consultancy are as follows
  1. Support the work of the National Committee on the restructuring of MoWD
  2. Support MoWD in terms of restructuring and strengthening its position and role
  3. Provision of guidance re programming and working of the MoWD in relation to WDDs and NCSW
  4. Provision of advice to Secretary and Advisor to MoWD
Deliverables Strategic deliverables as agreed by Minister MoWD and UNIFEM with timeframe, milestones and process e.g.a. Desk review report of existing review and reports on MoWDb. Plan for restructuring / re-organization of MOWD plan c. Paper on re-visioning and strategic direction for ongoing MOWD programmes d. Preparatory material for national committee meetingse. Minutes of national committee meetingsf. Input in to NPA and other agreed policy reviewg. Options for transition of GRAP from project to policy frameworkh. Concept papers for consultations and strategic forums with Government and CSOs including provincial leveli. Monthly reports to MoWD (Advisor and Secretary) and UNIFEM
  Required Skills
Post graduate degree in social sciences or Public Administration or development studies.
A minimum between 10 to 15 years of practical experience with the government and international agencies understanding of its institutional processes.
Experience in gender equality work and understanding of the related issues at national, regional and international level.
Maturity to work harmoniously with persons of different nationalities and cultural backgrounds; and ability to work under conditions of extreme pressure.
Demonstrated ability to work in a team.
Demonstrated strong analytical, writing and communication skills.
Fluency in English (knowledge of local language is an asset) and Urdu.
Good computer skills in Window environment, knowledge of Internet communications and command of MS Office applications (Word, Excel, Power Point).
