The future development of Pakistan agriculture during 21st century is becoming more challenging and complex under given population growth, rapid changes in consumption patterns along with economic transformations and urbanization. Providing safe healthy food to increasing population on sustainable basis with modest export surpluses in view of gradually deteriorating natural resource base is a real challenge to Pakistan agriculture. Country has to grow faster in commodities like cotton, rice, fruits and milk and their preparations to compensate deficits in pulses, oilseeds, vegetables and animal products.
Greater attention is also needed for poverty alleviation through reforming public policies and an increase in investments. High investment in agricultural research would guarantee towards attaining requisite economic growth and poverty reduction via productivity enhancement and value chain developments. Other growth parameters like improving the performance of trade, supportive policies for local and foreign investment and Government positive policy directions for future economic growth through strengthening of the agriculture and other sectors and industries linked with agriculture, building up of an entrepreneurial community as a focus of growth, and working in partnership with the private sector, including civil society organizations (CSOs), and the donor community to support increased international, regional and local trade initiatives. To help the Pakistan government and poor communities, FAO is coming forward to work as development partner in formulating new policy initiative for different development organizations through hiring the services of national consultant on economic growth in its core team with following TORs.
Under the overall guidance and supervision of the FAO Representative, direct supervision of the Assistant FAO Representative (Programme) and Senior Advisor on Programme Development in Pakistan, the National Consultant - Economic Growth shall perform and be responsible for the implementation of the mentioned duties.

· Organize FAO Alumni Association Network Pakistan (AAN Pakistan): Organizing/networking the Alumni of FAO projects particularly those emerging from FAO IPM FFS Programme ( including similar other projects) and ABBA Baluchistan Project for sharing information, knowledge, skills and experiences for each other’s benefit.
· Enterprise Development/Value Addition - Identify income generating activities that could be promoted in the target areas; training/development of both rural/urban entrepreneurs in identification of opportunities, business planning and marketing etc.; identify basic agricultural products that can be processed into other products for domestic markets (identify international markets that could be tapped); develop (rural/urban) enterprises etc
· Intensified Sustainable Production - the consultant would be required to develop strategies or use the existing strategies/techniques (given in the document “Save & Grow”) to help achieve growth in the neglected/underdeveloped sectors.
University Degree (Masters Degree) in Economics or related discipline.
