Introducation:
The United Nations Medical Service in New York is responsible for appointing United Nations Examining Physicians worldwide, based on the recommendations made by UN Resident Coordinators and WHO Representatives, and for issuing and updated list on an annual basis. The services of United Nation Examining Physicians are used not only by the United Nations, its Funds and Programs (UNDP, UNFPA, UNOPS, and UNICEF), but also by all its Specialized Agencyes.
UN Examining Physicians are appointed for the purpose of performing per-employment and periodic medical examinatios when requested. They can advise heads of agencies on the availability of medical facilities and the need for medical evacuation.
In Pakistan the appintment of these UN Physicians is traditionally been done by WHO for the past several years. This year the UN system would like to update the list by evaluating the potential candidates and then advise the UN Medical Service in New York to officially nominate the candidates. We would also like to nominate Physicans in such a way that they are nearer to all UN hubs and officials working all over the country. The exercise would be carried out by a local consultant who would conduct an evaluation and recommended Physicians would be shared with WHO and UNDP for nomination by UN HQ.
United Nations Examining Physicians are not given any formal contract. The fees they charge for their services are expected to be customary and resonable. Fees, which are considered excessive compared with the standard established by the United Nations, will be queried prior to any reimbursement by the United Nations or one of its Speicialized Agencies.
Term of Reference:
1. Preparation of check lists for the evaluation of potential candidates to be appointed as a UN Physicians. The check list should be based on criteria selected by UN Medical Services in New York. It should also cater the availability of laboratories, minimum medical equipment, a decent palce and health essential workforce.
2. The developed checklists would be shared with WHO for agreement and finalization.
3. Based on UN system informatoin on geographical spread and exixtance of UN hubs and workforce in the country develop an evaluation study plan.
4. Prepare a list of all potential candidates that meet the criteria of UN Physician. The Physician should be selected in such a manner so that they would be in easy reach of all UN staff in the country. This would be done in close collaboration with WHO officers working all over the country.
5. Develop a team of evaluation duly trained who would visit the clinic of each nominated Phycican and conduct an evaluation based on the developed checklists. WHO officers would be part of this team.
6. Develop a comprehensive report with advice on nomination of appropriate candidates, based on the evaluation study conducted, to be selected as UN Physicians.
Expected Outcomes:
1. To conduct an evaluation of potential medical physicians to be appinted as UN physicians in Pakistan.
2. Advise on the recommended names of appropriate candidates to be appointed as UN Physicians in Pakistan.
Final report in the form of hard copy and a soft copy describing the whole process of selection of the candidates and how the team came up with the final names.
