  Job Description

General functions: Under general supervision of the Regional Representative (RR) and the direct supervision of the Regional Resource Management Officer (RRMO), the incumbent will be responsible for the assisting in carrying out the administrative and financial duties in connection with allprogrammes carried out by IOM Pakistan and to cover the duties of other administrative/finance staff during their absences. In particular, he will have the following duties and responsibilities,

- Supervise and provide technical support to the MRF Islamabad and Sub offices Accounts Unit, procurement and Logistics staff in particular with the data entry into the SAP

- Focal point for the SAP training in the Mission

- Ensure that the coding of all accounting documentation is prepared according to the Organization practices and rules;

- Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from (a) Departments/offices at Headquarters and in the field, including programmatic aspects; (b) smaller-sized peacekeeping operations; ensure compliance with the medium-term plan and other legislative mandates.

- Reviews and analyses programme budget/financial implications

- Assists managers in the elaboration of resource requirements for budget submissions.

- Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.

- Monitors budget implementation and recommends reallocation of funds as necessary.

- Monitors expenditures to ensure that they remain within authorized levels.

- Reviews requisitions generated by the system for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.

- Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.

- Assists in the preparation of budget performance submissions.

- Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.

- Coordination with PIU & ACO for project creation

- Verify invoices and documents submitted by suppliers and service providers;

- Provide technical support related to Accounts and IOM rules, regulations and procedures to Finance personnel and the sub-offices in Pakistan;

- Supervise and provide technical support to the TSY Unit to ensure that the disbursement of funds meet the documentation requirements of the IOM established procedures.

- Coordinate with the sub-offices in Pakistan, the Logistics/Procurement Unit and Program Managers in order to have the necessary information to prepare the weekly-monthly funding requests to TSY at IOM Manila.

- Prepare the projectization of expenses and regularly revise the projectization criteria according to the level of activities, by project.

- Interact with other missions on regular basis for the mission to mission reporting requirements and any cross project inputs.

- Responsible for the mission monthly accounts closure

- Verification & Monitoring of advances for the project & staff

- Prepare expenses and its summary for advance adjustment of the projects

- Reconcile on a monthly basis all debtors and creditors accounts;

- Ensure that the bank reconciliation and IOM accounts and databases is done in time and accurately

- Responsible for the preparation of monthly accounting reports and the attachment of supporting documents for the review and certification by the RRMO.

- Generate periodical financial reports requested by project managers and RRMO and RR;

- Prepare budgets and financial reports for donors, ensuring consistency with project proposals and report narratives.

- Undertake financial analyses of projects, having regard to projects' stated objectives as contained in the project proposals.

- Attend external UN meetings upon instruction of RRMO/RR e.g. OMT and Sub-Groups in order to represent IOM

- Conduct regular audits of the sub offices under the supervision of RRMO for assurance of IOM policies compliance and placement of internal control procedures.

- Conduct assessment visits for possible inputs in order to open sub offices in different locations and opening of new projects in the mission in line with project requirements.

- Coordination with RAS for project endorsement

- Supporting the role of staff member in the department during his/her absence

  Required Skills
Education
Advanced university degree (Masters degree or equivalent) in business administration,
finance, or related field. A first-level university degree in combination with qualifying
experience may be accepted in lieu of the advanced university degree.

Experience
Three years of relevant experience in Finance, preferably with international organizations. Familiarity with the UN common system or similar systems, knowledge of staff rules and regulations. Capacity to supervise staff and ability to prepare clear and concise financial reports. High degree of computer literacy and good knowledge of MS Excel is essential.

Excellent communication skills. Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking. Ability to lead and coach individuals and to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.


Language Fluency in English and Urdu. Knowledge of another UN official language is an advantage.
