The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan to better respond to the threat of drugs crime and terrorism. In order to react in a strategic manner UNODC Pakistan requires the services of a junior national Officer to research areas of the UNODC mandate in Pakistan with a focus on needs related to law enforcement and borders, criminal justice and public health.
To complete background research, collect data and draft documents related to UNODC mandates as part of the team tasked with the development of a new Country Programme for Pakistan. The management of COPAK will be advised on identified needs and issues that UNODC should address.
The incumbent will work closely with the Representative of the Country Office for Pakistan, Country Programme Developer, and Afghan Opiate Trade Programme manager (Vienna).
The National Research Officer will undertake the following substantive duties and responsibilities:
1.Be responsible of all activities of Afghan Opiate Trade project of UNODC in Pakistan.
2.Conduct background research (field interviews) on the needs of Pakistan related to law enforcement and borders, criminal justice and public health.
3.Collect data and information on law enforcement, borders and public health
4.Prepare regular updates about task completed or delivered
5.Advise the Country Programme Developer, COPAK colleagues including the UNODC Representative for Pakistan and Afghan Opiate Trade Programme manager (Vienna) on the needs of Pakistan related to law enforcement and borders, criminal justice and public health.
6.Establish links and liaise with key stakeholders and relevant counterparts (policy-makers, media, law enforcement agencies, NGOs, international partners, others as relevant)
7.Coordinate and implement the research capacity building activities of AOTP in Pakistan .
8.Prepare regular updates and briefings for Afghan Opiate Trade Project
Qualification and Experience
•A national professional, holding a Master’s degree in Social or Political Science, Economics, or Public Administration, plus approximately 5 years of relevant research experience in Pakistan working on topics related to UNODC’s mandates.
•Knowledge of the region’s political, socio-economic and cultural dynamics is required
•Capacity to review documents and conduct interviews as part of background research.
•Ability analyze needs and formulate draft recommendations on appropriate responses for colleagues and management.
•Ability to produce concise and reports and presentations.
•Excellent verbal and written communication skills in English. Working knowledge of Urdu would be an advantage.
•Ability to work under pressure and to tight deadlines.
The National Research Officer recruited for Islamabad will cover the entire KPK province.
Planning and Implementation Arrangements
The National Research Officer will be working in coordination with the Country Programme Developer, COPAK colleagues including the Representative and Afghan Opiate Programme (Vienna). The Afghan Opiate Trade Programme manager will support and guide the work of the National Research Officer in coordination with Country Programme Developer.
The National Research Officer will have documents approved by the Country Programme Developer, Representative and Afghan Opiate Trade Programme manager prior to release.
Payment Schedule and Rate
The National Research Officer will be issued a service contract and paid on a monthly basis in accordance with United Nations rules and procedures. The incumbent will be based in Islamabad.
