| | | Job Description | | Under the overall guidance of the Senior Programme Coordinator, the Programme Officer ensures effective delivery of the CO programme by entering and managing data and supporting programme implementation consistent with UNIFEM rules and regulations.
The Programme Officer works in close collaboration with the operations, programme and projects' staff in the CO and UNIFEM HQs as required for resolving complex finance-related issues and exchange of information.
Summary of Key Functions:
- Support to formulation of programme strategies and implementation of the Country Programme Action Plan
- Support to management of the CO programme
- Administrative support to the Programme Unit
- Support to resource mobilization
- Facilitation of knowledge building and knowledge sharing
1. Supports formulation of programme strategies and implementation of the Country Programme Action Plan focusing on achievement of the following results:
- Presentation of background information for formulation of country programme, draft project documents, work plans, budgets, proposals on implementation arrangements.
- Support in management of programme activities and ensure effective implementation of gender equality programmes as well as related to Disaster Risk Management
- Liaise and support the National Disaster Management Authority for gendering Joint Programme DRM workplan
- Ensure Effective management and delivery of Hosting Areas related work as listed in the RAHA (Refugee Affected Hosting Areas) Project Document
- Liaise and support the Government of Balochistan, KPK and CSOs to ensure the effective implementation of UNIFEM RAHA activities
- Participate and represent UNIFEM in one UN Disaster Risk Management meetings and follow up on UNIFEM's commitments
- Support the team in developing program and strategy for gender integrated DRM implementation including developing strategic linkages and partnerships, and coordinating interventions at the national level and with other UNIFEM programmes.
- Support the government and UN in integrating GE in DRM.
- Arrange for and manage workshops and other events related to DRM
- Support MOWD in linking the GE initiatives with the DRM work by enhanced coordination between NDMA and the Ministry
2. Provides effective support to management of the CO programme focusing on the achievement of the following results:
- UNIFEM participation in UN Reform (DRM)
- Support CPD in UNIFEM corporate processes, fundraising and networking
3. Provides administrative support to the Programme Unit focusing on achievement of the following results:
- Assist in the overall implementation of the programme including technical and administrative mattersincludingpresentation of thoroughly researched information for formulation of country programme, preparation of project documents' drafts, work plans, budgets, proposals on implementation arrangements.Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports. Analysis of the situation in programme, identification of operational and financial problems, development of solutions.
- Documentation of programme activities and management of office records
- Comment on project documents as requested by Ministries/departments and international agencies.
4. Supports resource mobilization focusing on achievement of the following results:
- Analysis of information on donors, preparation of donor's profile.
- Track and reporting on mobilized resources. Review of contributions agreements.
- Catalyze partnerships and enable networking amongst stakeholders on gender issues in Pakistan to promote knowledge networking and sharing of information to ensure efficient resource utilization
5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
- Organization of trainings for the operations/ projects staff on programme.
- Synthesis of lessons learnt and best practices in programme.
- Sound contributions to knowledge networks and communities of practice.

Masters degree
Experience
3-5 years of experience in Social Sector focusing on promotion of women's human rights, gender equality and Disaster Risk Management . Experience of working on womens issues at grassroots level. Experience in working in public sector. Knowledge of CEDAW, and other related international Conventions & instruments. Also, knowledge of Pakistan's all national and international commitments related to women. Knowledge of legislative framework in Pakistan.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirement
Fluency in English and language of the duty station. | |  |
