General functions:
Under the overall supervision of Regional Representative for West and Central Asia and under the direct supervision of Regional Resource Management Officer and in close collaboration with MHRO and PAC the successful candidate will be responsible and accountable for providing necessary support in the management of human resources of the Mission, including recruitment and related recommendations, retention, promotion, separation, and other administrative actions. In particular, s/he will:
1. Assist the RRMO in overseeing the Human Resources Management function in the Mission in accordance with the Organization's policies, procedures and practices.
2. Interpret and apply IOM's Human Resources policies, rules and regulations, as well as standards and techniques taking into account the Mission's activities; and ensure that local administrative procedures are in place and followed and are in accordance with these practices.
3. Supervise maintenance of personnel files and attendance records of all international and national staff of the Mission.
4. Preparation of administrative reports that may be required by HQs in coordination with all the Sub-Office Heads and Programme Managers.
5. Coordinate with the Regional Resources Management Officer in the establishment of personnel policies and practices for the national staff.
6. Coordinate with HQs and the Finance Section on delivery of benefits/privileges to international staff in the field such as, hazard pay, Health Insurance/Medical Service Plan (HI/MSP), educational grant, home leave, rental subsidy, etc.
7. Supervise the preparation of the monthly payroll for national staff.
8. Maintain and update the Mission's Human Resources database.
9. Advise on staffing issues and oversee the elaboration of project staffing tables, including vacancies and use of temporary assistance to meet exceptional work requirements.
10. Prepare reports pertaining to personnel administration of international and national staff of mission as required.
11. Coordinate the implementation of the Mission's performance appraisal system.
12. Provide support to the Mission on administrative actions.
13. Liaise with and maintain good working relationships with IOM partners as well as with other IOM Missions as necessary for the effective exercise of his/her functions.
14. Develop and maintain excellent relationships with recruitment agencies and head hunters as well as other recruitment sources such as academic institutions (universities, etc.)
15. To provide support to the mission under MRF Islamabad in relation to HRM.
16. Responsible to represent IOM in UN agencies in the activities related to HR.
