Main tasks of the Assignment
Under the overall supervision and guidance of the Emergency Coordinator and Chief of Field Operations, the Emergency Officer will undertake the following responsibilities:
Field Operations: Provides support to ensure the smooth implementation of Emergency Field Operations as required, including taking notes and follow up on decisions taken in the Chiefs of Field Offices meetings that take place every month; liaises with the UNICEF field offices as per need of Field Operations section.
Action Plans: Reviews response plans from Field Offices and consolidates inputs into a national format. Checks consistency and alignment with the CCCs, and seeks clarification from technical staff, otherwise; seeks regular update of emergency plans; Identifies bottle-necks in programme implementation and proactively looks for solutions in programmatic, supply and human resource pipelines, as required.
Logistics and Supply Follow-up: Creates links between programmes and supply/logistics by providing coordination on contingency plans and stocks and in collaboration with sections, advises on where to pre-position and release supplies. Compiles and shares distribution and supply plans in coordination with sections and feeds information to supply/logistics. Regularly coordinates and attends the Supply Task Force meeting and follows up on action points.
Information Management: Manages information flow required to support Emergency Management activities. Reviews sources, examines information available, extracts and compiles relevant information and prepares analytical briefings showing trends in emergency planning, assessments, assistance and recovery to facilitate decision making. Additionally, works closely with M&E and programme sections to advise on the relevant monitoring information collected and its appropriate use and distribution to facilitate programme planning and implementation. Compiles and synthesizes information to cater for specific briefs, presentations and talking points. Follows up the regular update of compilation of the mission matrix and distributes accordingly.
Reporting: Coordinates sitrep inputs with M&E, Communication, Sections and Field Offices. Additionally, the Emergency Officer is responsible to draft introduction overviews to be used as introduction for project proposals, fundraising documents, etc by obtaining information from relevant sources, providing guidance on required indicators and quality information and researching as. Reports on individual topics related to emergency management in general and drafts emergency inputs into regular reports such as HAR, HAU, INDs, Annual Reports, etc.
Clusters: Follows up with cluster staff to ensure the timely submission of required inputs to internal and external commitments. Participates in clusters, be either UNICEF led or others and identifies issues of common interest to facilitate cross-sectoral coordination and programming. This will include participation in external clusters such as logistics, shelter and camp coordination & NFIs ensuring that the interests of children and women are tabled.
Humanitarian Liaison: Participates, as required, in technical groups, multilateral and bilateral forums ensuring that UNICEF’s interests are well articulated and presented.
Other: Other duties, as required
