Background The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. COPAK has developed a programme of actions that include outcomes in Criminal Justice. One of these outcomes (Outcome 5) deals with effective prosecution of criminal cases with a series of activities including training, providing equipment, study tours, compiling data on trends and monitoring and evaluation. All these activities are designed to increase the capacities of government agencies and other stakeholders. COPAK requires the services of National Programme Officer to support the implementation of the Outcome 5 of the Country Programme.Assignment Objectives To manage the implementation of activities and tasks under Outcome 5 ( More Effective Prosecution of Criminal Cases) of the COPAK Country Programme. As part of the assignment the Officer is expected to deliver high quality products, build a network of active stakeholders and ensure that budgets and plans are maintained. Responsibilities The National Programme Officer will undertake the following duties and responsibilities: • Liaise between COPAK and the Government of Pakistan as the focal point assigned to the Outcome,• Implement, monitor and report on the activities and tasks in the Country Programme as determined by the annual plan,• Manage payments, procurement, events and all other administrative oversight under the activities of the Outcome,• Provide advice to COPAK on implementation of activities and best approaches to address Criminal Justice, and• Maintain all official databases and repositories of information related to Outcome 5.
Required Skills
A Masters degree in Business Administration, Legal or Political Science, Economics or Public Administration, plus at least 5 years of relevant experience in Pakistan.
Excellent verbal and written communication skills in English.
Previous experience in project management, product development or monitoring and evaluation.
Strong technical skills in database management and desktop publishing.
Knowledge and experience working with the Government of Pakistan.
Ability to interact effectively with high level government counterparts, national and international consultants.
Previous experience with UN agency is an asset.
Previous experience working with police, prosecutions or legal advice is desirable.
Project management certifications such as PMI, Prince2 or Agile are desirable.
Ability to work under pressure and to tight deadlines.
