Under the overall supervision of Country Representative, Deputy Representative, Senior Programme Coordinator and the direct supervision of Programme Coordinator, the Programme Officer will work with the programme team to manage the WEE activities in Punjab and ensure high quality, accuracy and consistency of work.
The Programme Officer will work in the province in close collaboration with operations and programme staff in the Country Office, UN WOMEN regional office and HQ as required exchanging information and supporting programme delivery.
The incumbent is expected to travel in the country as per programme requirements.

1. Provide support to formulation of programme strategies and implementation of the Country Programme Action Plan focusing on achievement of the following results:
q Presentation of background information for implementation of UNWOMEN WEE programmes in Punjab including drafting of project documents, work plans, budgets, proposals on implementation arrangements.
q Prepare concept notes, proposals and project budgets as and when required
q Support in management of programme activities and ensure effective monitoring and implementation of WEE programme
q Coordinate and follow up with Department of Labor, Planning & Development Department, Women Development Department, Finance Department and other relevant government departments at provincial level to get the laws and policies adopted and implemented related to home based workers.
q Coordinate with CSOs of the province to formulate advocacy and advisory groups for women workers policies.
q Support the team in developing program and strategy for HBWs programme implementation including developing strategic linkages and partnerships, and coordinating interventions at the national level.
q Support the government and UN on WEE interventions
q Arrange for and manage workshops and other events related to communication support for WEE programme
q Support advocacy efforts with parliamentarians and establishing and maintaining linkages with CSOs, academia, media and other active agents on WEE
q Support in enhanced coordination between UN agencies, public and private sector organizations at the provincial level to improve women’s access to economic opportunities.
q Support coordination with other UN Women programmes and work as UN Women liaison person in the province as and when required by the direct supervisor and senior management.
q Support gender data coordination mechanism at the provincial level to improve availability of gender disaggregated data and use for the policy making and its alignment at the national level.
2. Provides effective support to management of the CO programme focusing on the achievement of
the following results:
q UN WOMEN participation in UN Reforms
q Support the country management in the implementation of UNWOMEN WEE programme in Punjab
3. Provides administrative support to the UNWOMEN WEE programme in Punjab focusing on achievement of the following results:
q Assist in the overall implementation of the programme including technical and administrative mattersincludingpresentation of thoroughly researched information for formulation of country programme, preparation of project documents’ drafts, work plans, budgets, proposals on implementation arrangements.Follow up on performance indicators/ success criteria, targets and milestones, preparation of donor reports, quarterly and annual reports. Analysis of the situation in programme, identification of operational and financial problems, development of solutions.
q Documentation of programme activities and management of office records
q Comment on project documents as requested by Ministries/departments, UN Women and international agencies.
q Provide administrative support in the procurement processes and Project Appraisal Committee meetings as and when required
q Provide relevant support in the development of induction and project briefs
q Support in Management of Programme’s Finances/Budget
4 . Supports resource mobilization focusing on achievement of the following results:
q Analysis of information on donors, preparation of donor’s profile.
q Track and reporting on mobilized resources. Review of contributions agreements.
q Catalyze partnerships and enable networking amongst stakeholders on gender issues in Pakistan to promote knowledge networking and sharing of information to ensure efficient resource utilization
5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
q Organization of trainings for the operations/ projects staff on programme.
q Synthesis of lessons learnt and best practices in programme and development of knowledge products for the programme in collaboration with the knowledge management unit.
q Sound contributions to knowledge networks and communities of practice.
Masters Degree in political or social sciences, development studies, gender/women’s studies,
anthropology or sociology.
3 years of experience in Social Sector focusing on promotion of women's human rights, gender equality and women’s economic empowerment. Experience of working on women’s issues at grassroots level. Experience in working in public sector. Knowledge of CEDAW and other related international Conventions & instruments. Also, knowledge of Pakistan's all national and international commitments related to women. Knowledge of legislative framework in Pakistan.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Fluency in English and Urdu.
