How can you make a difference?

1. Information Collection and Analysis

  • Systematically collect, collate and analyze information to determine the reasons for children missed by vaccinators specifically due to either real or perceived security and/or access issues in Balochistan province. Confirm the specific reasons, track specific threats, and conduct analysis on the root causes on a daily basis, particularly when polio campaigns are being conducted.
  • Systematically develop, report on and produce information products and metrics to inform decision making at the Balochistan EOC.  This includes pre-, intra and post campaign reports which informs on progress, trends and assists in the development of mitigation measures to reach children in security or access compromised areas.
  • Build and maintain relationships with UNICEF and WHO Security, UNDSS and other identified security stakeholders in government locally and at national level, where appropriate.  This includes the political and health administration as well as local Law Enforcement Agencies and the military.
  • Deploy to the field as needed. This may be in support of polio programme or participating in UN-led security assessmentssometimes to remote and/or high-risk areas.

2. Information Management and Coordination

  • Maintain and develop existing reporting mechanisms including the EOC Dashboard using field and all appropriate data, to capture polio access information and to assist in analysis of areas where children have not been reached due to real and/or perceived security issues. 
  • Maintain the access approach in Balochistan to ensure accurate and timely analysis on the root causes for missed children by the Polio Eradication Initiative in Pakistan.
  • Liaise closely with local Law Enforcement Agencies and other Government departments with responsibility for the safety and security of polio workers to ensure that accurate and relevant security threat information is shared in a timely manner.
  • Assist and support the UNICEF Security team in Balochistan in making security plans, travel modalities and threat/risk assessments for polio programme`
  • Support the UNICEF Security in providing analytical content for regular security updates and advisories on threats pertaining to polio eradication programme. Assist WHO Security and UNDSS with their advisories as required.

3. Communication

  • Liaise with the EOC Coordinator, the Chief of Field Office and the Provincial polio team lead to ensure that reports of access issues and/or security incidents are shared in a timely and appropriate manner using standardized formats and agreed reporting mechanisms.
  • Give security briefings to the polio team in the province in weekly team meetings as often as necessary and ensure information is disseminated to relevant stakeholders.

4. Partnership

  • Support the Polio Team Lead, Quetta to ensure effective collaboration between UNICEF, WHO and government, on security-related issues.
  • Develop and maintain productive relationships with key individuals in relevant government departments and Security officers of UN Agencies/Funds/Programs (AFPs), and other relevant individuals (private security companies, regional analysts, researchers, journalists, etc.) as appropriate.

 Perform other duties as may be assigned by the supervisor.

To qualify as an advocate for every child you will have

Education

  • Advanced University degree with focus on Analysis management and/or financial mathematical related disciplines (risk management, business administration; political/social science; psychology; international relations).
  • Recognized training in Security Management. Proven successful completion of a recognized military or police advanced staff college course might be accepted in lieu of a formal advanced degree if it is recognized to be at the same or higher standard.

Experience

  • 5 years of progressively responsible experience in security analysis and information management, ideally within the UN security management system.
  • Previous experience in a recognized police, military, or Law Enforcement Agencies, or District Administration managing levies force, alternatively in companies providing security-related services.
  • Experience in high risk environments required.
  • Proven track record of Analytical work, technical database management skills as well as power point and other presentation format software skills. 
  • Very strong reporting skills and proven skills in stakeholder and team management.

Language

  • Fluency in English required.
  • Knowledge of the local language of the duty station is required.
  • Knowledge of Pashtu, Birhavi and Balochi is a particular asset.
