Job Description

National Consultant on Consensus Building Meeting on Multi-Sectoral Mechanism and Services in response to Gender-Based Violence Against Women and Girls”

Background:

The upcoming roll-out of the global Essential Services Package (ESP) guidelines in KPK presents an opportunity to build awareness, take stock of efforts, reach a common understanding and political will among government stakeholders and service providers in support of expanding GBV related services in different sectors and strengthening them with the up-to-date standards and tools.

It also provides an opportunity to build capacities of the government departments mandated to advance the standards of the ESP for women and girls subject to violence in a coordinated manner.

In Pakistan, the ESP in being implemented through a Joint Programme involving UNFPA, UNODC, UN Women and WHO. UNFPA, UN Women, UNODC and WHO have all been supporting the Pakistani Government in addressing VAW at both central and provincial levels. This Joint Programme will leverage the technical expertise of these four UN agencies covering all sectors of the ESP – health, justice and policing, social services, and coordination and governance.  

 

In this context, a two-day consensus building meeting is being organized to support the national partners to explore possible coordination mechanism for establishing multi-sectoral response mechanism. 

 

Purpose of consultancy:

To provide high quality technical and coordination support to KPK Social Welfare Department in organizing consensus building  meeting  on Essential Service Package;  (2) To provide strategic and technical guidance to Social Welfare Department KP in support of the ESP roll out.

 

Scope of Work:

Specific tasks:

  • Help KPK Social Welfare Department (SWD) conduct SWOT analysis, also based on mapping and assessment of the past interventions of SWD;
  • Facilitate the development of a partnership strategy between UNFPA and SWD priority areas and draw up a multi-year action plan;
  • Based on the aforementioned SWOT and mapping exercise, prepare a detailed annual report and a presentation for SWD;
  • Develop a concept note and detailed agenda for joint Consensus Building Meeting on “Multi-Sectoral Mechanism and Services in response to Gender-Based Violence Against Women and Girls”.
  • Facilitate the involvement of key stakeholders, development partners and UN sister agencies in Consensus Building Meeting, including coordinating list of participants and with the SWD and confirmation of sectors.
  • Arrange and facilitate the two-day Consensus Building Meeting in consultation with SWD and participating UN Agencies.
  • Develop background materials for the Consensus Building Meeting (press release, back drop, visibility products, IEC material etc)
  • Provide support to administrative and logistical arrangements in coordination with UNFPA. Prepare Consensus Building Meeting report on “Multi-Sectoral Mechanism and Services in response to Gender-Based Violence Against Women and Girls”, (within 10 working days of the event).

 

Duration and working schedule:  20 June 2019 until 20 July 2019

Places where services are to be delivered:   Peshawar

Supervisory arrangements: Consultant will report to Deputy Representative and Secretary Social Welfare Department KP

Required expertise, qualifications and competencies, including language requirements:

Qualifications and experience:

Education: 

·         A Master degree in Social Sciences.

·         Experience of event management

·         Understanding and sensitivity towards women and gender issues

·         Excellent interpersonal communication (English/Pashto) and writing skills (English)

·       Sound understanding of socio-political context of the Pakistan particularly KP.

·        Networking and advocacy skills.

·        Excellent leadership skills (decision making, pro-active approach)

·        Abilities and skills for multi-tasking, and taking up challenges. 

·         Must have grip on MS office, Internet

Knowledge and Experience:

·       Minimum 10 years of professional work experience in development work, in particular gender mainstreaming, social empowerment, GBV and policy related work

·         Familiar with qualitative research methods and techniques.

·         Familiar with results-based management.

·         Familiar with working with government departments and institutions. 

·         Strong project management and coordination skills.

·         Knowledge of the UN system would be an advantage. 

·         Demonstrable writing and presentation skills.
