Job Description

 

Background

 The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting the Government of Pakistan through its Country Programme (CPII) 2018-19 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction, prevention and treatment.

 

Within the framework of the Country Programme for Pakistan and the “Global Project GLOK32 UNODC-WHO Programme on Drug Dependence Treatment and Care”, the UNODC country office for Pakistan (COPAK) will assist the Government of Pakistan in the implementation of a national survey on drug use. The survey will include a household survey and an assessment of high risk drug use within the community. 

 Assignment Objective: 

 Under the policy guidance of the UNODC Country Representative for Pakistan, supervision of the National Adviser for Demand Reduction and HIV and AIDS in COPAK, the incumbent will work under the technical supervision of the Epidemiologist within the Drug Research Section (DRS) in UNODC Headquarters for the implementation of the drug use survey in Pakistan.

 Responsibilities:

 In collaboration with the national stakeholders and the implementation partners, the incumbent will be responsible for the day-to-day management of the processes of the drug use survey, and within delegated authority will be responsible for the following:

• Prepare and manage the consolidated plan of activities related to implementation of the different components of the national survey on drug use;

• Liaise with the Epidemiologist with DRS on all technical matters related to the development and implementation of the different components of the drug use survey;

• Facilitate the development of the detailed Terms of Reference for the household survey and the assessment of high risk drug use to solicit the survey proposals and participate in the technical evaluation of the submitted proposals; 

• Regularly interact with the national implementation partners, and update stakeholders within the technical steering committee to ensure endorsement of the survey protocol including the methodology for the drug use survey components as well as their cooperation for smooth implementation of different stages of the survey implementation; 

• Undertake with national implementation partners, formative research for finalization of the survey instruments including cognitive testing of the survey questions, finalization of questionnaires and their translation; preparation of flashcards; pre-testing of the questionnaire for the household survey and the community assessment of high risk drug use and their finalization for pilot test of the surveys;

• Facilitate preparation of the training/instruction manual for the field workers as well as participate in the training of field workers for the household survey and the community assessment of high risk drug users. 

• Facilitate finalization of the data-bases, and check for consistency the data submitted for the different components of the drug use survey after its submission by the implementation partners;

• Carry out general administrative arrangements for the components related to drug use survey including preparation of briefs, project progress and implementation delivery reports as well as facilitate other capacity building initiatives within the Global Project;

• Act as an additional resource person and /or moderator in regional workshops, seminars, training courses and meetings on issues related to DDR in particular related to drug epidemiology and monitoring of drug use

• Undertake any other related activities, as may be required.

 

Results Expected: 

Delivers high quality research results. Plays a lead role in the implementation of surveys on drug use with its different components.  Develops well-reasoned, innovative suggestions and approaches to deal with complex technical issues.  Effectively leads and manages work teams and delivers outputs in a timely manner, in accordance with overall objectives and policies.  Serves as an effective spokesperson internally and externally and forms strong partnerships with relevant parties to help meet organization’s objectives, in particular, in relation to the drug use survey

 

Qualifications and Experience

 

Qualification: 

• Advanced university degree (Master’s degree) in epidemiology, public health, statistics, quantitative sociology, demography, social sciences or related fields.

• Excellent verbal and written communication skills in English and Urdu

• Proficiency in current office software applications (Excel, Word, PowerPoint) and in any one of the statistical software such as SPSS, STATA, SASS, EPI INFO is required.

 

Experience: 

• A minimum of 2 years of relevant professional experience in the design and implementation of large scale population based surveys, epidemiological studies and other research within public health, preferably research related to drug use and its health consequences, is required. Experience in report writing and a track record of publications and reports on research, epidemiological studies or surveys would be desirable.

• A good understanding of UN regulatory framework. 

• Ability to produce concise reports and presentations.

• Strong coordination skills.

• Ability to work under pressure and to meet tight deadlines

• Experience working with United Nations and/or International Organizations preferred.

Location:

The position will require the Programme Officer to be based in Islamabad however extensive travelling would be required in the implementation of DDR project activities in different cities/locations as and when required and report to the Adviser Drug Demand Reduction and HIV Prevention, under overall supervision of the Country Representative.

 

Planning and Implementation Arrangements

The Programme Officer will report to the Drugs and HIV Adviser, UNODC Pakistan.

 

Payment Schedule and Rate

The Programme Officer will be issued SC contract in accordance with United Nations rules and procedures.  Payment scale will be determined by UNDP recommended rates for service contract holders. 

Travel costs including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures.

The National Programme Coordinator (eLearning) will be issued a Service Contract (SC) in accordance with United Nations rules and procedures.  Payment scale will be determined by UNDP recommended rates for SC holders.
