Purpose of the Consultancy
To support communicable Diseases programmes, particularly malaria, TB, HIV, viral hepatitis and Neglected Tropical Diseases (NTDs), at the Provincial level.
To provide technical assistance to the provincial health department of Sindh to strengthen the capacities of provincial health department in planning and implementing activities specified below as deliverables.

Start date: 10/06/2018 (Tentative – subject to completion of administrative formalities)
End date: 31/12/2019
Work to be performed
Output 1: Effective and efficient implementation of activities in the area of Communicable Diseases
Deliverable 1.1: Develop a literature review for planning and implementing activities in the area of Communicable Diseases, particularly HIV/AIDS, hepatitis, TB, Malaria and Neglected Tropical Diseases (NDTs);
Deliverable 1.2: Review and advise on PC1 (Project Financing Document) and the Global Fund funding request and measure the rate of implementation of planned activities in relation to the funds received.
Deliverable 1.3: Review and adapt national and regional guidelines and standards to meet the requirements of compliance and quality assurance in planned activities;
Deliverable 1.4: Contribute technically in active case finding and integration of HIV/AIDS, Hepatitis and TB as part of the health system delivery through developing policy makers briefing, engagement of private sectors and CBOs (community Based Organization) , community empowerment and harmonization with existing partners and donors.
Output 2: Existing health systems improved for prevention and care of HIV, TB, Malaria and NTDs
Deliverable 2.1: Evaluate progress of implementation of Communicable disease interventions in high-risks groups in high prevalent districts;
Deliverable 2.2: Submit progress reports on implementation of integrated communicable diseases program at 2 selected districts for family practice approach per province
Deliverable 2.3: Based on WHO guidelines and instructions, recommend applicable responses to any communicable disease outbreaks and/or humanitarian crisis during the assignment.
Output 3: Effective coordination and information management system is established
Deliverable 3.1: review and propose strategies and action plan for improvements to existing DHIS II, on the Communicable Diseases including HIV/AIDS, Hepatitis, TB and Malaria;
Deliverable 3.2: Participate in meetings and in harmonization between development partners (UN and bilateral), related to Communicable Diseases;
Deliverable 3.3: Submit quarterly progress reports to WHO Country Office.
Output 4: Strengthen capacities to effectively implement preventive interventions
Deliverable 4.1: Propose plan for capacity building and facilitate training activities improving malaria, TB, HIV, viral hepatitis and NTDs active case finding and management.
Output 5: Effective M&E system established at provincial level
Deliverable 5.1: Review HIV/AIDS, Hepatitis, TB and Malaria surveillance data and support in analysing epidemiological trends, and in collaboration with provincial programs develop and submit an analytical report to NPOs ATM at WCO.
The selected Consultant will work on the supervision of:

Manager: Dr Mohammad Assai Ardakani, Head of the WHO Country Office, Pakistan
- Qualifications required:
University degree in Medicine. Postgraduate degree in Public Health/Communicable Diseases is desirable.
- Experience required:
At least 2 years of relevant experience in communicable diseases focusing on action plans for disease prevention and control. Working experience in an international organization or NGO.
- Skills / Technical skills and knowledge:
Indicate the specific technical skills needed to undertake this consultancy: for example: specific technical knowledge in the use of technical tools, knowledge of specific donors requirements, writing skills, etc.
- Language requirements:
Expert knowledge of English and local language
Place of assignment: Karachi.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
