Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges. 

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

UNICEF is implementing Khyber Pakhtunkhwa Merged Districts (KPMD) Support Programme in erstwhile FATA as participating UN organization alongside other UN agencies such as UNDP, FAO and UNWOMEN. The program is funded by the DFID and will continue until the end of October 2020. This intervention is specifically aiming to build stability and reduce poverty to help sustain the return process in the KP merged districts through an integrated programme package i.e. Health & Nutrition, Education, Child Protection & WASH.

How can you make a difference?

Under the supervision of Operations Officer, NOB, responsible to support the supervisor in contribution management and reporting on the financial status of the country programme to internal and external stakeholders. Maintain the status of KPMD grant in Peshawar Field Officer and support in developing key performance indicators related to grant. Enhance financial planning, cash forecasting and reporting by entering and maintaining data in VISION and spreadsheet as financial reporting and donor requirements.

MAIN DUTIES AND RESPONSIBILITIES

  1. Support to financial planning, cash forecasting and management
  • Support the supervisor in KMPD grant management through effective allocations and monitoring of the grant received from DFID by the office.
  • Develop allocation plans of funds in accordance with proposals and management recommendations. Ensure timely processing of grant allocations, revaluations and extensions in Vision.
  • Maintain all grant related information in Vision and office shared drive to ensure that agreements, reports, allocation plans, important emails, etc. are available.
  • Support financial planning, cash forecast and reporting by entering and maintaining data in the financial reporting system. Liaise with programme sections to source planned and expended budget information and ensure the system reflects data which is correct and up to date.
  1. Control of accounts and budget related to the Grant Management
  • Monitors programme implementation progress and compliance. Monitors the allocation and disbursement of the KMPD grants, making sure that grants are properly coordinated, monitored and liquidated. Takes appropriate recommendations or actions to optimize use of the KMPD project grants.
  • Provide technical support to the programme counterparts/committees, e.g. review budgets and financial plans of implementing partners; monitor compliance with Harmonized Approach to Cash Transfer (HACT) framework, including support to assessments, assurance and capacity development of implementing partners.
  • Develop financial reports and analysis for management to support decision making and review of programme implementation. Regularly monitor and coordinate with programme sections to ensure efficient utilization of financial resources.
  • Examine Direct Cash Transfer (DCT) transactions (transfer, adjustments, reprogramming and liquidation) supporting documents to ensure Funding Authorization and Certificate of Expenditure (FACE form has been properly entered into the system and the expenditure is broadly reasonable and in accordance with policy.

3. Knowledge and capacity building

  • Provide technical support and recommendations on HACT implementation, including, advice approach to undertaking spot checks, follow-up actions required on result of financial assurance activities.
  • Ensure FACE, Itemized Cost Estimate (ICE) and payments related to the KMPD grants are timely processed and timely liquidated.
  • Conduct spot checks and build capacity of the IP staff to the KMPD grant.
  • Facilitate mitigation of risks of engagement with external partners via appropriate, risk-informed due diligence.
  • Provide support on asset monitoring and management in relation to the KPMDs project.

To qualify as an advocate for every child you will have

Education:

A University degree in accounting, financial management or another related financial field is required. Supplemental formal financial / accounting training may be accepted if university degree is not in a related financial field. Diploma qualification in CIPFA is acceptable in lieu of relevant university degree, or its equivalent.

Experience:

Minimum of one year of professional experience in Accounting, financial management or audit is required. Experience in an international organization and/or large corporation is an asset. Advanced knowledge of Microsoft Office, especially Excel required. Experience in database packages, web-based management systems and ERP systems (preferably SAP financial modules) is an asset. Experience with IPSAS and/or IFRS is an asset.

Language:

Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
