Job Description

The Position:

The Logistics/Reproductive Health Commodity Security Associate (RHCS) Associate is responsible for supporting cost-effective and sustainable systems to ensure supply of and demand for a wide range of reproductive health commodities, including contraceptives and emergency obstetric and newborn care related commodities.

You will work in an integrated manner with the programme and technical staff in UNFPA Pakistan and partner organizations to secure an integrated approach to RHCS in the framework of the project titled “Sihat Mand Khaandaan: Healthy Families for Pakistan through Accelerated Reproductive Health and Family Planning Services, which is funded by the Government of Canada with the total budget of 21 million Canadian dollars for the period of 2020-2024. 

Your will contribute to enhancing national capacity and policies in the field of RHCS.  

Under the overall guidance of the Deputy Representative and direct supervision of the International Programme Coordinator, you will expand the range of UNFPA deliverables in Pakistan within the ICPD agenda based on national priorities and in collaboration with provincial stakeholders.

 Job Purpose:

In a highly complex operating environment, you will work with the project team and stakeholders to strengthen cost-effective, reliable and sustainable systems to ensure supply of and demand for a wide range of reproductive health commodities, including contraceptives and maternal health equipment and drugs.

 

You will be expected to collect and share data on the flow and utilization of reproductive health commodities in the project target facilities to inform procurement planning, timely delivery and distribution to ensure uninterrupted supply of reproductive health commodities and to prevent stockouts.

 

You will facilitate customs clearance procedures and transportation of reproductive health commodities to the project target districts.

 

You will be responsible for:

A.    Uninterrupted supply of reproductive health commodities in sufficient quantities

      Assist project partners in analyzing and disseminating data on the movement and utilization of reproductive health commodities; Prepare quarterly reports on reproductive health commodity situation, including stock positions and use;

      Provide support to procurement planning and order tracking processes;

      Rely on minimum/maximum inventory system and stock level information as inputs to the procurement planning process;

      Facilitate the preparation of a detailed distribution plan for reproductive health commodities in close coordination with government partners, Aga Khan Foundation and other project stakeholders;

      Facilitate customs clearance procedures and transportation of reproductive health commodities to the project target districts.

 

B. Capacity development support in supply chain management

      Facilitate trainings on Logistics Management Information System (LMIS);  

      Follow up on developing guidelines on RHCS including LMIS/supply chain management in close consultation and coordination with the International Programme Coordinator;

      Provide support to introducing inventory control systems in the target health facilities to prevent both over-stocking and stockouts of reproductive health commodities;

 

C. Administrative support

      Ensure that all official documents are prepared and kept in the project files for retrieval and archiving;

      Facilitate programme activities, or relevant missions, by arranging meeting schedules, coordinating logistical support, collecting reference documents, and maintaining records;

      Prepare necessary documentation, minutes of meetings and notes to file for relevant transactions (e.g. grant agreements, services contracts);

      Ensure facilitation of knowledge‐sharing between programme and operations;

      Provide support to updating assets and timely disposal of obsolete assets;

      Draft routine project related correspondence.

 

Carry out any other duties as may be required by UNFPA leadership. 

 

Qualifications and Experience

Education: 

First level university degree or higher in public health, pharmacy, procurement, logistics, supply chain management or equivalent education and/or experience.

 

Knowledge and Experience:

      At least 6 years of relevant experience in health and logistics systems, public procurement and supply management experience related to the health sector (pharmaceuticals and non-pharmaceutical medical supplies);

      Professional and logistics qualifications in procurement is an asset. A course in logistics, essential drugs, and supply chain management is a plus;

      Knowledge of supply chain management, including forecasting, warehousing, distribution and transportation;

      Knowledge and application of corporate policies and procedures, systems and tools;

      Knowledge of corporate etiquette and ability to manage information;

      Excellent minute-taking and writing skills;

      Proficiency in current office software applications.

 

Languages:

Fluency in oral and written English.
