The Strategic Management Unit of UNDP is positioned to advice the Senior Management and Operations and Programme Division for strategic orientation of UNDPs programme portfolio, based upon analysis of programme strategy documents, programme results and other knowledge products.
Under the overall guidance and direct supervision of the Chief, SMU, the Programme Associate provides leadership in execution of programme management services ensuring effective and transparent utilization of programme resources. The Programme Associate promotes a client-oriented approach consistent with UNDP rules and regulations.
Functions / Key Results Expected
Summary of key functions:
• Assist in the formulation and review of Common Country Programme Action Plan (CCPAP) in the context of the UN reform
• Support towards effective planning, monitoring and evaluation of the UNDP Program/Projects
Contribute substantively towards the resource mobilization and partnership strategy
• Contribute substantively towards tracking of project budget and finance.
• Facilitate the Unit to undertake effective programme monitoring and identifying and documentation of best practices and synergies in the field in the context of the UN reform
1. Assist in the formulation and review of Common Country Program Action Plan (CCPAP)/ Annual Work Plan (AWP) in the context of the UN reform
Preparation and Review of CCPAP in line with the national priorities in the context of the UN reforms.
Support in formulation/revision/review of project AWPs.
Assist in periodic review of CCPAP/Integrated Work Plan with Economic Affairs Division and Regional Bureau
Assist in capacity assessment and project formulation if required.
2. Support towards effective planning, monitoring and evaluation of the UNDP Program/Projects
Guidance to the Program Units on implementation of projects, tracking utilisation of programme resources.
Strengthen the capacity of tracking sheets for timely submission of reports (Quarterly Progress Reports/ Quarterly Review Reports etc.) to ensure that the programmes are contributing towards their outputs, outcomes and goals as outlined in the annual work plans in accordance with UNDP Pakistan Monitoring & Evaluation Policy.
Demonstrate strong data consolidation, analysis and presentation skills; especially in Excel and other data analysis tools
Able to convert huge narrative & data/information into meaningful slides for presentation using Power Point and other designing tools
Provide support to Projects in implementation of Country Office (CO) web-based M&E System; provide guidance on data input and using various layouts for information retrieval; gather new users’ specific requirements and liaison with the IT firm for implementation of System enhancements. Able to use Visio and/or other related software for compilation of System enhancements in the form of meaningful structured process flows.
Reviewing UNDP Pakistan Monitoring & Evaluation Policy and facilitating Program/Projects in complying with the Policy
Support outcome level monitoring and develop effective tools for monitoring and evaluation including web-based monitoring and evaluation system.
Providing support to Program/Projects to effectively utilize Atlas (for monitoring purposes) and UNDP Pakistan Monitoring & Evaluation System (web-based)
Effective tracking of project contributions to Strategic Plan Results. This also includes supporting projects to collect evidence for contribution towards SP results.
Development, dissemination and follow-up on progress and review reports (quarterly and annual) for effective evidence-based tracking of projects progress/results.
Organization of training for the Operations/Program/Project staff on Results Based Management practices following UNDP policy guidelines.
Development, monitoring and follow up on Programme Portfolio Pipeline and Project Tree in Atlas. Entry of data of new grants into Atlas in the form of Annual Work Plans (AWPs), monitoring of AWPs status.
Regular monitoring of the CO delivery
Periodic monitoring of dashboards and exceptions, identification of the remedial actions in coordination with the supervisor.
Support in preparation of CO Management Report
3. Contribute substantively towards the resource mobilization and partnership strategy.
Review of cost sharing and trust fund agreements and obtaining of clearances from HQ if necessary.
Advice to Programme and Project Staff on different donor reporting requirements; monitoring of financial and programme reports to be submitted to donors.
4. Contribute substantively towards tracking of project budget and finance
Full compliance with UN/UNDP rules, regulations, and policies of financial activities in projects.
Budget preparation and financial tracking of Support to program project (SMU).
Ensure compliance of contract and partnerships (letter of agreement and grant agreements) with UNDP policies and procedures.
Reporting financial recording system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.
Monitoring of cost sharing and trust fund agreements
Provision of the information/reports on the situation in programme, identification of operational and financial problems, proposal of solutions.
Accuracy verification of Combined Delivery Reports and follow-up on their signing by National Counterparts
5. Facilitate the Unit to undertake effective programme monitoring and identifying and documentation of best practices and synergies in the field in the context of the UN reform
Synthesis of lessons learned and best practices in programme/project management
Sound contributions to knowledge networks and communities of practice
Impact of Results
The key results have an impact on the overall effectiveness, success and impact of the UNDP country programme by providing support in strengthening the monitoring and evaluation capabilities of the Country Office. This position will also support in implementation of UNDP’s result-based management and monitoring and evaluation policies and strategies – supported by an integrated, web-based M&E system. Further, to assist in enhancing the organization’s capacity and credibility and support transparent and accountable management of the country programme and projects.

Secondary School Certificate.Secondary education. University degree is preferred but not desirable
Minimum 7 Years of progressively responsible programme experience at the national or international level.
Language Requirements: Strong skills in written and spoken English
HEC Attested degrees are a prerequisite for employment at UNDP. During the recruitment process candidates may be required to present HEC attested degrees.
