Job Description

Purpose of the post: To serve as the in-house ICT Specialist, with a particular focus on responding to the needs of the Polio Eradication Initiative (PEI) Programme by ensuring that the IT-related infrastructure and applications are properly maintained and operational, in accordance with the established standards being upheld by the Organization.

Overview of the Programme: The continued transmission of poliovirus in Pakistan is a national emergency. Pakistan is one of two (with Afghanistan) last remaining reservoir of endemic poliovirus transmission in the World. Recently the Polio Eradication Initiative (PEI) Programme has made tremendous progress by reaching and vaccinating persistently missed children and detecting and responding rapidly to the presence of the poliovirus whenever and wherever it is identified. The programme aims to achieve cessation of transmission of Poliovirus from Pakistan by the end of year 2023 through routine and supplementary immunization and high-quality AFP surveillance system. In addition, to reduce morbidity of other EPI target diseases. IT systems are being applied to facilitate the carrying out of important operational functions in the Programme and which require critical and continuous technical support. Furthermore, the Organization’s IT resources are expanding and require upgrading on a regular basis to ensure that its quality standards are being upheld.

Organizational context: Under the direct supervision of the Program Management Unit lead, the overall supervision of the Coordinator of Polio programme, the incumbent will undertake the following duties:

1.Comply with information management technology standards, guidelines, procedures and Standard Operating Procedures applicable to the country office technology environment.

2. Manage the overall technology infrastructure including planning, implementation, and management of the software applications and hardware infrastructure that support operations, and liaising with the relevant technology service providers.

3.  Development of the ICT annual work plan and updating information management system to realign with the evolving technology and up to-date software packages

4.   Maintain the procurement of new ICT equipment for the office considering best options with higher technical specifications available in both WHO’s catalogue and global market.

5.    Supervise the implementation of the ICT operations plan and ensure that all equipment is in good working conditions at all times as to meet the ICT requirement in the country office and provincial offices.

6.   Supervise and administer the office ICT applications and data telecommunication facilities. This involves administering data security for end user access to such network and/or facilities and troubleshooting ad-hoc hardware or software problems experienced on the network. 

7. Frequently travel to provincial offices to support ICT related issues/problems and ensure that ICT systems and softwares are effectively managed and operational.

8.  Supervise and motivate Information Technology team, providing coaching/mentoring, training and guidance.

9.   Perform any other duties assigned by the supervisor in accordance with the objectives and deliverables of the Programme Management Unit.

Professional skills and experience

1. Experience of Windows server administration, configuration of directory services, user administration and troubleshooting using HP ProLiant ML and DL series.

2.   Configuration of Roles as DHCP, DNS, IIS, file services, backup services, print services and WSUS etc.  Also Configuration of group policies on share, users, OUs and PCs.

3. Experience with Microsoft office tools, especially MS Outlook configuration with O365 / MS Exchange and troubleshooting.

4. Knowledge of Cloud computing, Data center functionality, firewalls, intrusion detection / prevention is necessary.

5.  Experience in Enterprise security products, i.e. F-Secure, McAfee is desired.

6. Configuration/Troubleshooting of Mobile devices (Smartphones, tablets etc.) with organization’s network for email and specialized software.

7. Knowledge of IP addressing (IPV4 & IPV6), common network protocols and their configuration.

8.  Experience of LAN Cabling, connectors, patch chords, cable testers. Knowledge of Fiber Optic cabling is required.

9. Strong Working knowledge and experience with Cisco Routers and Switches, Firewalls and Wireless access points and good command on Cisco IOS.

10. Working experience in configuring and managing VLANS, VPNS and routing protocols

11. Working experience of basic network troubleshooting tools; traceroute, lookup, ipconfig etc.

12. Traffic monitoring and analysis using capture tools such as Wireshark, Splunk etc.

13.  IT support to local and remote users for both hardware and software including password reset, remote desktop, phone support etc.

14.Knowledge of VSAT communication, Cisco Unified Communication and ERP applications i.e. Oracle E-Business Suite is an Asset.

Educational Qualification

1. University degree in Computer Science, Information technology, Information systems or related field.

2.      A Certification in relevant field is an asset.

Professional Experience

1. A minimum of 2 years of experience in related field working in a renowned institution or organization will be required.
