The skilled human capital is a key driver for the economic growth of any country and poor/unskilled human capital leads to inefficient resource use resulting in poverty and other social and economic issues. Therefore there is an urgent need to harness the human capital through effective research and development tools for the sustainable and stable economic growth. Capacity building can take place on an individual, an institutional and the societal level. Capacity building is a process that strengthens the knowledge, abilities, skills and behaviour of individuals and improve institutional structures and processes such that the organization can efficiently meet its mission and goals in a sustainable way. However there is an urgent need, for the international research and development agencies to ensure that sustainable use of human capital by helping national governments in developing their capacity when undertaking economic developments activities.
Under the overall guidance and supervision of the FAO Representative, direct supervision of the Assistant FAO Representative (Programme) and Senior Advisor on Programme Development in Pakistan, the National Consultant- Capacity Development shall perform and be responsible for the implementation of the mentioned duties.
National Consultant on Capacity Development would be involved for developing capacity development projects for implementation in consultation with regional and national experts for capacity building in different areas of agriculture including policy, research and development aspects. The National Consultant should be capable of identifying capacity gaps and be expert in analyzing and synthesizing existing national and regional level of capacity needs for devising capacity development policies and strategies.
· Organize courses and prepare a long term capacity development strategy based on the FAO Country Programme Framework
· Develop a strategy and mechanisms for successful interrelations, cooperation between other capacity building and training organizations.
· Provide capacity strengthening support to facilitate articulation of capacity development needs and drawing up on capacity development plan.
· Provide advisory and technical support to lead, coordinate, manage, and implement the capacity development activities and projects.
Continuously provide support for the further development and implementation of the regional and nationalcapacity building and training programmes, including evaluation ofincidental requests
